4 Driver for Power Management at Mid-Atlantic Laboratory Executive Order 13423 “Strengthening Federal Environmental, Energy, and Transportation Management.”  Sets goals in several sustainable areas including electronics stewardship  Enable the Energy Star feature on agency computers and monitors

5 ELECTRONICS STEWARDSHIP MODEL  Mid-Atlantic Laboratory (as well as other DEA sites) with active and successful Environmental Management Systems (EMS) elected to incorporate the Federal Electronics Challenge (FEC) into their program as a means to achieve Electronics Stewardship.

6 Federal Electronics Challenge  FEC is a partnership program that encourages the procurement and leasing of environmentally preferable electronics, and seeks to reduce the impacts of electronics during use and disposal.

7 P-D-C-A Wheel  EMS Teams use the P-D-C-A Wheel for Continuous Improvement  P-D-C-A Wheel integrates nicely into the FEC award requirements PLAN DOCHECK ACT

8 FORMULA FOR SUCCESS  Set a goal to achieve an FEC award to increase staff and management motivation  Lab joined FEC and selected Operations and Maintenance (O&M) Life-Cycle as the focus for Calendar Year 2007-- Determined to achieve a Bronze Award  FEC O&M Life-Cycle addresses Power Management

9 FORMULA FOR SUCCESS (continued)  Set FEC Mandatory & Optional Activities as Objective and Targets in the Lab’s EMS  Develop Action Plans  Track Action Plans  Take Corrective Action if activity is not on track

10 What is Power Management?  Placing active monitors into a low power sleep mode after a period of inactivity  Utilizing standby and hibernate features place computers (CPU, hard drive, etc.) into a low power sleep mode  Information from EPA’s Energy Star website

11 Why Implement Power Management?  Uses less electricity  Reduces pollution, saves money, meets federal agency goals  Reduce peak load demand charges  Saves money  Reduce building cooling load  Saves on utility cost; HVAC wear and tear; reduces pollution

12 FEC O&M LIFE-CYCLE- Mandatory Activities (5) 1.EMS to address electronics stewardship 2.Establish and promote a directive for Information Technology Asset Management 3.Establish and promote a directive for monitor and personal computer power management. (to address exceptions) 4.Ensure the ENERGY STAR “Sleep” function is enabled on 100% of monitors 5.Conduct employee training on energy conservation for electronics

13 FEC O&M LIFE-CYCLE- O&M Optional Activity (3)  Establish and promote a directive to power off PCs when employees leave for the day. Note: The other 2 required optional activities were chosen from the end-of-life life-cycle activities.

15 FEC O&M LIFE-CYCLE- Establish New Directive  New Laboratory Order written that addresses both Mandatory and Optional Power Management-related Activities:  Information Technology Asset Management  Monitor and Personal Computer Power Management  Requirement to enable ENERGY STAR Sleep Function on monitors (exemptions noted)  Requirement to power off PC’s and laptops when employees leave

16 Lab Order – Power Management Each Group Supervisor must:  Enable ENERGY STAR (or other power saving) functions on Monitors, PC’s, printers/copiers and lab equipment under their purview  Use “EMS-Exempt” sticker for exempt equipment  EMS-Exempt include: secure and cryptographic computers; fax machine, and security/surveillance equipment

17 Lab Order – Power Management Each Group Supervisor must (continued):  Power down all electronic equipment and workstations that will not be in use for extended periods.  Minimize color printing, graphics and large print, except where operationally required.  Require employees to use electronic alternatives to paper forms of communication when possible.  Fill out the Lab Weekly Checklist

19 Enabling Power Management Settings  Group Supervisors utilized FEC website for advice and directions for Windows XP. They then enabled the most aggressive power management scheme. Control Panel- Power Options  Turn off Monitor…after 1 min – 5 hrs or Never  Turn off Hard Disk…after 3 min-5 hrs or Never  System Standby after...after 15 min-5hrs or Never  System Hibernates…after 20 min-6hrs or Never

21 Power Management—Spread the Word  New Lab Order reviewed at all-hands meeting  Lab Order updated at least annually  All new employees must review all Lab Orders  Mandatory staff training presentation on energy conservation and management

22 BEST PRACTICES  Ensure Critical Factors Are Achieved  Top Management is committed  Inform all employees about FEC/power management, what award the team is striving to achieve & how they can help  Communicate progress  Set policy for electronics stewardship and follow it
