Overview Project Period: Five (5) Years from July 1, 2016 – June 30, 2021 Eligibility: Public or nonprofit private agencies, including institutions of higher education Type of Award: Grant Funding Authority: LEND is currently funded under the Autism CARES Act. Overview: LEND is a long-standing program that continues to train individuals to serve children/youth with ALL types of neurodevelopmental disabilities, including autism.

Program Goals The LEND program strives to: Improve the health of infants, children, and adolescents who have, or are at risk for developing, autism spectrum disorder (ASD) and other neurodevelopmental and other related disabilities (DD) Prepare graduate-level trainees from a wide variety of professional disciplines to: assume leadership roles ensure high levels of interdisciplinary clinical competence and a culturally diverse workforce. Incorporate family members and individuals with disabilities’ perspectives into LEND training

Trainees in LEND Long term trainees Long term trainees are the primary type of trainees that LEND supports Most are graduate students and should come from a variety of disciplines (list is in the guidance, though others may be acceptable with MCHB approval) Long term trainees are in the LEND program for 300+ hours and that includes didactic (classroom), leadership, and clinical/field work. Some may engage in Research as well. Family trainees and self-advocate trainees may be included as long term trainees at the discretion of each program and are encouraged to be part of LEND.

Trainees in LEND (con’t) Some long-term trainees from the community (not currently in graduate programs) may be included. These are individuals that work in the community and have commensurate experience in lieu of graduate school or have a previous graduate degree in a LEND-related discipline. Short and medium term trainees (40-299 hours) are also integral to the LEND program to expand program reach; they are encouraged but not required. Medium trainees that are over 150 hours may receive funding at the discretion of the program

Criterion 1: Need Corresponds to Introduction and Needs Assessment in the application Demonstrates experience around developmental disabilities, including autism spectrum disorder (ASD) Provides a summary of the unmet health needs in their project area (needs assessment) Demonstrates a need for the LEND training

Criterion 2: Response Corresponds to Methodology, Work Plan and Resolution of Challenges in the application : Articulates goals and time framed objectives clearly Includes Work Plan, logic model, and recruitment and retention plan for increasing diverse trainees and faculty (attachment 1) (diversity plan might be in body of response or in attachment) Includes the appropriate types of trainees and a plan for tracking them Strong curriculum with requisite components, including leadership (syllabus in attachment 5)

Criterion 3: Evaluative Measures Corresponds to Evaluation and Technical Support Capacity Has a strong evaluation plan to addressed how their program impact will be assessed Describes the data collection processes including a plan to track required annual performance data and outcome measures

Criterion 4: Impact Corresponds to Work Plan and Attachment 6 (Accomplishment Summary) Impact of the project on the field Strong dissemination efforts to share tools, curricula, approaches, training approaches, etc Accomplishment summary/Progress Report Required for current LEND grantees Optional for new applicants and should be considered in reviewing the new applicants 20 pages maximum Brief presentation of the accomplishments related to current project proposal

Criterion 5: Resources/Capabilities Corresponds to Evaluation and Technical Support Capacity Organizational The capacity of the organization to provide strong interdisciplinary training programs Has appropriate resources, space, equipment, settings Formal affiliation agreements (attachment 3) Ability to enable trainees to meet regularly as a cohort focusing on interdisciplinary experiences Faculty Faculty must have demonstrated leadership and experience in developmental disabilities Project Director (PD) (1 person!) must have 30% or more on the grant. If a new PD, must have 5-7 years of demonstrated experience in serving children with disabilities Every applicant must have a paid Family Faculty member

Criterion 6: Support Requested Corresponds to Budget and Budget Justification Narrative The budget justification narrative may be found in the body of the application OR as an attachment All NEW applicants can request no more than $500,000 per year for 5 years All applicants should present flat budgets for the 5 years (no change); those that do come in with cost increases should not be penalized or points taken off their scoring Training grants are capped at 8% indirect costs Please make sure that minimum number of trainees and faculty meet the requirements on the chart for each funding level (next slide)

Criterion 7: Program Specific Criteria Demonstrates: Rural/underserved populations being served Serving an area not served by a LEND program Usage of telehealth and technology to expand the reach of the program

Attachments Attachment 1: Work Plan, Logic Model, Diversity Plan Diversity plan might be in the text OR in attachment 1 Logic Model can be different than model shown in FOA The format of Work Plan and Methodology is flexible but must be clearly presented and well-articulated. Attachment 2: Staffing Plan and Job Descriptions; bio sketches Bio sketches may be in this attachment or in R&R form The number of bio sketches and the individuals selected is at the discretion of the applicant (usually just their leadership team, not all faculty) Attachment 3: Letters of Agreement and Contracts

Attachments (con’t) Attachment 4: Project Organizational Chart Attachment 5: Tables, Charts, Syllabus/Curriculum Attachment 6: Summary Progress Report/Accomplishment Summary (maximum of 20 pages) *Note: most new applicants did not submit this because it was only required of competing continuations. However, if submitted, it should be considered for new applicants Attachment 7: Letters of Support A list of letters is fine due to page limitations Attachments 8-15: Other Relevant Documents, as needed

Additional points 1.Transition planning from a current, retiring Project Director (PD) to a new PD is acceptable. If a new individual is presented as the official PD, he/she must meet the PD requirements in the FOA as a new PD. 2.The salary cap and stipend levels were slightly updated on January 27, 2016. Additional points 3.Reviewers do not need to worry about page counts All applications given to you have been deemed eligible. 4.Sometimes submissions get re-arranged or attached out of order in the grants application systems Reviewers should not deduct points from applicants if all the pieces are there but in a different order/place.
