3 Why ? SBC spend around £130m per year on supplies, services and works contracts. Looking to stretch the value of every £. Keeping as much of every £ we spend in the Scottish Borders. Adding value to contract without additional expenditure.

4 How will Community Benefits will be delivered? Community Benefits will be consideration in every procurement exercise. Include Community Benefits Clause Must relate to Core Purpose of the contract. Must be proportionate and appropriate. Minimum contractual requirement. Monitoring and performance management.

6 Legislative Context The Public Contracts (Scotland) Regulations 2006, regulation 39 states: "(1) -A contracting authority may stipulate conditions relating to the performance of a public contract, provided that those conditions are compatible with Community Law and are indicated in - (a) the contract notice and the contract documents; or (b) the contract documents. (2) -The conditions referred to in paragraph (1) may, in particular, include social and environmental considerations."
