2 Do Now-Jefferson’s Inaugural Address Friends and Fellow Citizens: Every difference of opinion is not a difference of principle. We have called by different names brethren of the same principle. We are all Republicans, we are all Federalists. 8 Louisiana Purchase ► Congress allows Jefferson to send a diplomat to Paris to buy Port of New Orleans and as much property to the east (northern section of Florida) as possible for $10 million ► Napoleon (France) counters with New Orleans and all the land west of Mississippi River to the Rocky Mountains for $15 million ► How can TJ be able to legally do the deal??????? ► Jefferson a constitutional slut? (loose constructionist?????) He had no authority as President to buy land!!! But,,,,  He decided that this was basically a treaty, which he did have the right to do

9 Napoleon gone mad?  He wanted to prevent English/US alliance  He desperately needed the money to restart his conflict with England  He just got the territory from Spain, so he had no long term investment in the land  Haitian revolution created little need for New Orleans as a depot

14 Embargo Act-1807 England and France still seizing our ships, TJ asks Congress to pass Embargo Act –Bans all foreign trade –Goal? Economically pressure England/France to stop seizures Results –US economy severely suffers –Black market trading Non Intercourse Act 1809 –Opens trade with all except England and France
