Neil Pullar Mainstreaming Open Source Tenure Software Neil Pullar Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) In Land Administration, SOLA open source software is an Enabling Technology for the implementation of the VGGT in that: It directly provides transparency to tenure rights records by making them accessible and easily searchable It improves service delivery in government agencies responsible for tenure rights and allows the monitoring of service requests It reduces discretionary decision making and controls registration and cadastral operations It records all changes to key records facilitating audits of changes to tenure records

Neil Pullar Mainstreaming Open Source Tenure Software Neil Pullar The SOLA Open Source Software Integrated registration and cadastral functions in a typical district land office including case management of service requests. Provides for the in-the-field capture of tenure rights by communities and individuals using mobile devices. Stores and provides web access to community collected tenure data. Also manages processes leading to the community recognition of tenure rights. Systematic (first time) registration tasks to produce public display listings and maps, generate title certificates and digital transfer of this data to a district land office. State land tasks for lease administration, acquisition, disposal and management of state land and other properties. System administration functionality.

Mainstreaming Open Source Tenure Software Neil Pullar Open Tenure in 2016 Open Tenure was specifically designed to support community tenure recording (including crowd sourcing) that included the following features: Mobile application for Android and iOS devices Allows citizen recording of tenure rights (crowd sourcing) Record claimant details, capture boundary information and collect documents and photos to support claims Supports fit for purpose mapping Claims uploaded to the Community Server for moderation by the community

Mainstreaming Open Source Tenure Software Neil Pullar Building Bridges between Systems Neil Pullar This year we have needed to build software bridges to connect Open Tenure collected data with other SOLA software systems where this data supports a number of land administration activities: Open Tenure allowed an early start to the digital conversion of Certificates of Occupancy in Kebbi and Katsina States, Nigeria. A bridge was build between the Community Server (where the initial CofO data was stored) and SOLA Registry Open Tenure will be used in the PTCLR and Anambra State Systematic Title Land Registration pilot as a field capture (including mapping) tool. A bridge was built between Open Tenure and SOLA Systematic
