2 Forecasting skills and training needs 1. How are „skills” defined in skill needs forecasting approaches in Poland? - in Polish forecasting skills refer to occupational activities (based on the classification of occupations) educational attainment 2. Which main method is currently used for long-term forecasting of skill needs in Poland? - initiating studies, working papers and research related to forecasting the situation on the labour market;

3 Forecasting skills and training needs - defining needs in terms of information sources necessary to conduct labour demand projections; - consulting and approving research methodology and programmes for implementing particular parts of the forecast; - periodically presenting conclusions emerging from the forecasts to the Council of Ministers.

4 The role of forecasting skills and training needs - enables more optimal allocation of human resources; - allows decisions-makers and politicians competently to inform society about expected changes on the labour market, related to projected directions of economic development; - allows timely planning of changes to the education system; - helps prepare and organize upskilling and retraining persons performing occupations for which demand in the labour market will decline; - these data, provided to pupils and students before they take decisions on further education or training, will help them plan their educational and professional careers in a more informed way.

5 The use/ target group of the forecast 1. politicians and top decision-makers preparing policy documents in labour-market and educational and training policy; 2. educational providers- to help them adapt their offers to current and anticipated needs of economy and labour market; 3. career guidance and counseling services- useful tool to inform their clients (school pupils, students, the unemployed etc.) about professions and qualifications that will be in demand in the future.

6 System of labour market forecasting in Poland 3. Monitoring of deficit and surplus vocations- national system, but monitoring is carry out separately for each province (voivodship and poviat labour offices)- it aims at systematically defining the directions of changes in the qualifications and vocational structure in the local and regional labour markets. 4. At regional level, initiatives concerning labour demand forecasting are take up mainly realised within the framework of projects co- financed by the EFS.

7 Demand for labour (Survey of Małopolska employers to assess demand for employees 2012) 1. building workers (bricklayers, pipe fitters, carpenters, roofers); 2. business and administration professionals (policy administration, PR and marketing professionals, accountant); 3. metal, machinery and related trades workers (welders, toolmakers, sheet-meta workers, mechanics); 4. business and administration associate professionals (commercial sales representatives, accounting associate professionals, buyers); 5. sales workers.

8 Key competences expected most frequently of candidates for work 1. individual/ psychological (responsibility, work discipline, honesty, reliability, diligence, willingness to work) 2. characteristic of the occupation concerned (relating to the job done- ability to perform occupational responsibilities and occupational knowledge) 3. interpersonal (communication skills/ clear conveyance of ideas, interpersonal skills and ability to work in group.

10 Sub-measure 6.1.1 HCOP Support for the unemployed on the regional labour market Type of conducted projects: 1.Assessment of needs of people without employment, inter alia, including by means of Individual Action Plans, Assessment of the training needs and possibilities of professional improvement in the region, 2.Delivery of workshops and trainings in the scope of methods of seeking jobs and acquiring key competences, 3.Psychological and advisory support for persons entering the labour market or returning to it,

11 Sub-measure 6.1.1 HCOP Support for the unemployed on the regional labour market Type of conducted projects: 4.Implementation of programmes of professional activation covering several of the following forms of support: Job agency and/or professional advisory, Professional internships/traineeships, Trainings leading to increasing, complementing or modifying professional qualifications, Subsidising employment.

12 Sub-measure 6.1.1 HCOP Support for the unemployed on the regional labour market Target groups: The unemployed (including people registered as unemployed or job-seekers), in particular people of one or several of the target groups below: The unemployed for the total period of over 12 months within the last 2 years, Women (in particular including women entering the labour market for the first time or returning to it after a break related to giving birth to or raising a child), People aged up to 25 years, The disabled, People aged over 45 years, The unemployed residing in rural and rural/urban gminas and residents of cities over 25,000 residents intending to take up employment within areas not related to plant and/or animal production.

13 Successful projects 1. „Time for Youth” Beneficiary: Poviat Labour Office in Lidzbark Warmiński Financial allocation for the project: 728 910,00 zł (approx. 182 000 EUR) Target group: 45 unemployed people up to 25 years (including 25 women) Kinds of assisstance: Assessment of needs of people without employment including Individual Action Plans; Delivery of workshops and trainings in the scope of methods of seeking jobs and acquiring key competences; Vocational trainings leading to increasing, complementing or modifying professional qualifications (for example: trustee of oldest people, tradesman, joiner, paver, waiter, turner); Traineeships. Efficiency of employment : 62%

14 Successful projects 2. „Gaining professional qualifications as a chance of employment in 2 hotels concerning as strategic objects for Iława and Ostróda Poviats” Beneficiary: Iławska Chamber of Commerce Financial allocation for the project: 2 636 603,88 zł (approx. 660 000 EUR) Target group: 165 unemployed (people registered as unemployed or job-seekers) including 107 women. 80% of the target group are people up to 25 years Kinds of assisstance: Delivery of workshops and trainings in the scope of methods of seeking jobs and acquiring key competences; Language courses (English and German); Vocational trainings leading to increasing, complementing or modifying professional qualifications (for example: cook, waiter, barman, receptionist, event manager); Professional practice in Port Iława and Willa Port Ostróda. Efficiency of employment : 50%
