Wage and Economic Analysis Overview of Economic Database The Labor Issues and Collective Bargaining Department has an economic database designed to keep track of: – Local affiliate and demographic information – Member compensation and economic data – Contractual clauses #3

Wage and Economic Analysis What We Need From You We need each and every locals current contract or salary schedule for our economic database If we don’t have information readily available we operate at a disadvantage – we will be unable to produce exhibits in an expedious manner #3

Wage and Economic Analysis Uses of Economic Database Once a local’s information has been entered into the economic database many reports can be generated: – Demographic – Compensation – Clauses #3

Wage and Economic Analysis Demographic Reports Data from the City County Databook prepared by the U.S. Census Bureau is imported into our database. Demographic statistics include: – Population – Square Mileage – Resident and Population Density #3

Wage and Economic Analysis Use of Demographic Reports Demographic data is used to develop appropriate groups for comparative purposes #3

Wage and Economic Analysis Compensation Reports Data from the contract, salary schedule, or MOU of each local is analyzed for the rank of fire fighter for years 1-20 of service #3

Wage and Economic Analysis Compensation Reports (cont.) Data contained within the compensation report includes: – Base Salary – Longevity Pay – Holiday Pay – Scheduled Hours of Work – Leave Entitlements #3

Wage and Economic Analysis Use of Compensation Reports Compensation reports are used to justify union wage and benefit proposals The reports can be used by local affiliates in: – Arbitration Hearings – Negotiations (be cautious) – Discussions with politicians #3

Wage and Economic Analysis Contract Clause Tracking Reports Contract clause types are also tracked for each individual local with a contract An assistant in the Labor Issues and Collective Bargaining Department completes a clause tracking checklist #3

Wage and Economic Analysis Contract Clause Tracking Reports There are two types of contract clause tracking reports: – Count of Locals Report: which provides the number of locals with a clause – List of Locals Report: which provides a list of locals with a clause #3

Wage and Economic Analysis Use of Contract Clause Tracking Reports Clause tracking reports are used: – To justify the union’s position on a securing a given type of contract clause – To aid the Labor Issues and Collective Bargaining Department in locating examples of contract language to send local affiliates #3

Benefit Analysis The IAFF is committed to collecting and maintaining up-to-date information on benefits. This will enable us to promptly respond to local affiliates that are facing reductions in benefits such as health insurance #3

Labor Information Center Homepage The Labor Information Database contains: – CPI Tracking – Collective Agreements/Wage Schedule Library – Model Clause Database – Wage Database

Consumer Price Index Tracking -W The CPI-W is calculated using data collected from the Bureau of Labor Statistics CPI-W data is for certain demographics – Households with at least 50% of household income coming from clerical or wage paying jobs – At least one of the household’s earners must have been employed for at least 70% of the year

Why do we use the CPI-W? Benchmark for periodic wage adjustments in collective bargaining agreements Also used in determination of the annual social security and Federal retirement cost-of- living adjustments (COLA)
