3 Opened in 1974. 3 rd largest airport in the world in operations and 8 th in passengers. Over 56 million passengers annually. Over $16 billion annual economic activity. Terminal D and Skylink have made DFW the connecting hub airport of choice. Some infrastructure is showing its age. Terminal Development Program Overview DFW Airport has served the metroplex for over 35 years. 3

4 TERMINAL DEVELOPMENT PROGRAM AT DFW AIRPORT ● JUNE 8, 2010 Renovations begin with Terminal A in early 2011. Phased renovations to be completed by early 2014. Only 1/3 of the terminal will be closed for renovations. Terminals B, C and E renovations will follow in a phased schedule over several years. Vast majority of gates will remain open and available. Terminal Development Program Overview The four legacy Terminals A, B, C and E will be renovated as part of the TDP. 4

Balance relates to finishes, passenger amenity improvements, and elements that produce positive business results. Concessions revenue will be enhanced through strategic locations and grouping at key passenger circulation points. Terminal Development Program Overview The renovation of the terminals is a 30-year investment. 5

In the past year alone, M/WBEs earned $150 million in concessions sales at DFW. DFW will continue outreach efforts throughout the TDP in order to ensure access to opportunities. M/WBE Participation and Concessions DFW remains committed to inclusion in TDP opportunities. 9

Design Firms o AECOM/EJES Joint Venture (40% M/WBE) o EJES Inc., African-American joint venture partner o 40% M/WBE subcontracting commitment on Supplemental Agreements o Jacobs Engineering Group, Inc. o 42% M/WBE subcontracting commitment on Supplemental Agreements Construction Manager-at-Risk Services Firms o Balfour Beatty/Azteca/Russell/Carcon (BARC) Joint Venture (40% M/WBE) o Russell, African-American joint venture partner o Azteca, Hispanic-American joint venture partner o Carcon, Hispanic-American joint venture partner o 35% M/WBE subcontracting commitment on Supplemental Agreements o Manhattan/Byrne/JRT/3i Joint Venture (40% M/WBE) o 3i Construction, African-American joint venture partner o Byrne, Hispanic-American joint venture partner o 35% M/WBE subcontracting commitment on Supplemental Agreements

12 TERMINAL DEVELOPMENT PROGRAM AT DFW AIRPORT ● JUNE 8, 2010 12 M/WBE Participation and Concessions DFW Concessions Policy provides direction on community outreach. Section 1.3.4/Expanding Economic Benefit to the Cities of Dallas and Fort Worth Airport staff shall conduct outreach to assure participation from local firms or owners who reside in Tarrant and Dallas Counties or the cities of Dallas and Fort Worth. The affirmative steps shall include: placing qualified local businesses on solicitation lists; assuring the local businesses are solicited whenever there are potential sources; utilizing the resources of the Business Diversity and Development Department and requiring prime contractors to use a good faith effort to partner with local businesses. Outreach includes conducting workshops and utilizing print media to educate the community on opportunities at DFW as well as providing updates to existing concessionaires.

13 TERMINAL DEVELOPMENT PROGRAM AT DFW AIRPORT ● JUNE 8, 2010 Financing/Joint Capital Account Sources and Uses Total TDP currently estimated at $1.86 billion, plus $290 million of other critical projects. Total new debt issuances over next ten years is approximately $2 billion with first issuance scheduled for this fall. 13
