3 History of DFID in BiH Versatile programme in BiH since early 1990s, total budget of over 80 million GBP (excluding multilateral contributions): –Emergency aid; –Reconstruction of main infrastructure (power networks); –Technical assistance (since 1999). Since 2008 the DFID programme in BiH concentrated on: –Ensuring that programmes developed focused on areas where DFID has a comparative advantage (public administration, public finance, statistics and national planning) and provide longer term sustainability for the UK in BiH; –Accelerate our efforts towards a more coherent joint UK agenda for BiH; –Communicating the change in development relationship between the UK and BiH to government partners; –Learning lessons for future use by DFID elsewhere and partners in BiH.

4 Graduation Objectives Responsible exit; Transparent process and inclusion of staff and partners; Capture good examples where DFID made the difference; What have we learnt ourselves? Keep the pace on programme and partnership responsibilities throughout the process; Promote the ‘UK brand’.

5 DFID’s programme Since 2008 projects designed with exit in mind ; –In practice this means: Project end dates reflect closing date; “Exit” output included in TOR and the logframe; Thorough and continual risk analysis; Evidence; Flexibility in project design and implementation. Enhanced consultation at all stages with partner governments, as well as IC partners

6 BiH graduation at a glance Graduation date announced in late 2007, preparations started in mid 2008, intensified in early 2009; Graduation strategy in place since September 2009; Quarterly progress reviews with the DFID London (incl. peer review) and with the Embassy; Light touch monthly reviews; Closing events commencing in June 2010 ending in mid December; DFID Office formally closes 11 February 2011.

7 The UK remains fully engaged in BiH FCO Programming including: -Conflict Prevention Pool(with DFID and MoD) -Strategic Programme Fund -Public Diplomacy/Communications funding -Small Bilateral Programme -UK Secondments to EUPM, EUFOR and State Prosecutors Office

8 UK Conflict Prevention Pool in BiH Focussed on Justice and Security Sector Reform including: –Justice Sector Reform Strategy Implementation –Defence Reform and support to the BiH Ministry of Security –Civil Society Engagement in both Justice and Security Sectors.

9 Strategic Programme Fund: Reuniting Europe: Supporting EU Accession related reforms related to: –Political transparency and good governance –Justice and Home affairs –Public administration Reform

10 UK in BiH: the future The UK remains engaged: –Bilateral Political and Programme support to deliver policy reform –Working effectively with BiH and international partners through DCF, MS Coordination meetings and other international/domestic fora; –joined up UK Government effort in BiH within the Embassy (FCO, UKTI, MoD)
