8 BUILDING STRONG ® PORTLAND DISTRICT 8 Solicitation Overview Terms and conditions have been posted formally and publicly Solicitation W9127N-15-R-0026 Federal Business Opportunity (FBO) Proposals due 16 July 2015 Unrestricted Solicitation Open to Small and Large businesses Subcontracting Plan is required with their proposal Best Value/Trade Off Best value is a process used in competitive negotiated contracting to select the most advantageous offer by evaluating and comparing factors in addition to cost or price Evaluation criteria is stated in Section 00100 of the solicitation

All inquiries regarding this solicitation are to be submitted via ProjNet-Bid  Telephone and email inquiries will not be accepted  ProjNet-Bid can be accessed through ProjNet at https://www.projnet.org/projnet/ https://www.projnet.org/projnet/ ► The Bidder Inquiry Key is: DDTTGS-MK2ECI  Bidder inquiry closes COB 13 July 2015.  Proposals shall not be based on informal discussions during site visit – submit questions via Bidder Inquiry

(FAR 52.000-4016)

12 BUILDING STRONG ® PORTLAND DISTRICT 12 History and Overview  Current Fish ladder provides access for more that 80% of upriver returning adult fish.  Normal flow in the ladder is provided by two fish turbines.  Other ladders on the Columbia River have a secondary water supply, the Dalles east ladder does not.  This Project will provide an emergency backup water supply to the ladder should the Fish units fail.

14 BUILDING STRONG ® PORTLAND DISTRICT 14 Major Features  Dam Face concrete piers. Precast pier segments with guide slots for closure gate, dewatering bulkheads, and trash-racks. Attachment of the precast piers to the dam face and grouting of the joints. Dive work requirements (to approx 70 feet).  The penetration bore hole through Monolith 5. The 10 – foot diameter inlet is to be a bell-mouthed circular penstock pipe inlet normal to the dam face at a depth of 41.5’ (nominal).  Rock excavation is required in some areas. **See plans and specs for complete information.**

15 BUILDING STRONG ® PORTLAND DISTRICT 15 Major Features (cont)  190 feet of 10’ diameter pipe.  1 ea 10 foot valve in Valve Room.  310 feet of 7’ diameter pipe.  2 ea 7 foot valves, in a common valve room.  Electrical distribution system. Electrical lights, receptacles, disconnect switches, and remote control stations for the valves and the valve rooms.  Replacement or relocation of water, sanitary sewer, and storm sewer mains and other components. Work will be done at operating project. Cannot block access. **See plans and specs for complete information.**

Do not open panels/doors without first talking with Rick Reiner.  There are project personnel moving through and around the project site, please watch for cars and other vehicles as we view the work areas.  There is crane rails, hatch cover and other possible tripping hazards as we walk the site so please be aware.
