Finding Common Purpose Project Brief A Project Brief says what a project will do, who will do it and why.

In October 2013, the head of the group of social services and the head of the group of care providers met. They said that there was a problem in getting the right services to people. They decided to work together to solve this problem. Finding Common Purpose is one of the things they agreed to do. Finding Common Purpose is a Project. The Local Government Association agreed to hire someone to work on this Project. Michelle is the Project Manager. Many groups will have a say on how this Project will be run. The most important thing about this Project is the voice of the person using services. Where did this Project come from?

People with learning disabilities will be in the group which tells the Project Manager what to do. Carers will also be in the group. We will write up a way of working together. These are called principles. Heads of social services and care providers will help with this. We will put the voice of the person who uses services at the centre of the principles. We will look at the rules which say how care is bought by social services. What Will the Project Do?

We will try to change those rules to include the voice of the person getting services. We will take the good work that has been done around the rules, called guidance. We will make sure everyone has this. We will ask people how they want the rules around buying services to change. Our work will help the rest of the work of the other groups. This will help people who use services. We will put our work into the training that the heads of social services get. We will put our work in reports that go to local councils. Where did this Project come from?

A lot of good work has been done around telling social services how to care for people. But it has been hard to have real change for people with learning disabilities. It is not enough to say that it is good to do these things. We need to have tools. We need to have training. We cannot make the right people do what people with learning disabilities want them to do. This is why we need to get the right people to work together with us. We also need to change the way that services are bought. We need to train leaders to follow this new way. Why is it important to do this work?

Finding Common Purpose will work with other projects, like: -the Local Government Association -Think Local Act Personal -Skills for Care -The Cabinet Office Commissioning Academy -The Winterbourne View Joint Improvement Team -The Association of Directors of Adult Social Care -The National Valuing Families Forum, -The National Forum, -And others This Project will make other projects work better. This will make the best use of the money that projects have to make good things happen. This will also mean that this Project does not have do to everything itself – it can ask other projects to help. How will this Project work with other Projects?

Finding Common Purpose will write reports and papers, like: -Good rules for buying care for social services and Health services (National Procurement Strategy for Health and Social Care) -New rules about buying services (model Procurement (Social Care) Regulations for Local Authorities) -Action Learning Set framework for commissioners and providers to use, and, -Protocol for talking to Providers. We will also be trying out our ideas on local areas. The many groups who tell the project manager what to do will meet every 6 weeks. The meeting is called a Steering Group. The project will be agreed by everyone. Day to day work will be carried out by the Project Manager, Michelle. She will tell people what she has done at the Steering Group. What will we have at the end of the Project?
