Disclaimer The EUROCONTROL SESIS guidance material is made available to prepare the certification process in compliance with the SES Regulation laying down Common Requirements for the provision of air navigation services. The information contained in the guidance material does not necessarily reflect current or future views of the EC on the interpretation of the SES Regulations. The compliance of the Member States, their NSAs and ANSPs with the SES regulations and legislation remains entirely their own responsibility. Scope SESIS documentation contains reference to: EC Regulations and Directives; ICAO Standards and other documentation; EUROCONTROL decisions and regulatory material; Additional Guidance Material as necessary. The Guidance Material supports NSAs and ANSPs in the certification process of the ANSP. The Guidance Material is a possible basis to support discussion between ANSP and NSA to design the details of the certification process. It does not substitute to this bi-lateral discussion.

Guidance Material for ANSP – The approach Provide guidance material ready to be used by management and working level Facilitate awareness and simplify their work: 1.By addressing in the material only the requirements which are relevant to the type of ANSP 2.By presenting a clear traceability back to the EC regulation 3.By providing a structure of document based on the main functions of the ANSP organisation Address two aspects of the certification: 1.The implementation of the Common requirements 2.The assessment and demonstration of compliance

Content of the Guidance material As far as possible, depending on the CRs, 4 different aspects addressed Analysis of the requirement: significant points driving the rationale of “ A way to comply” and the criteria to be met. Criteria of eligibility: attempt to define the criteria needed to be satisfied by the ANSP to meet the requirement. A way to comply: a proposed approach to implement the requirement and satisfy the criteria. Mainly done by referring to appropriate documentation. Note: it is not “the only” approach. Evidence: indications of 1. documentation that the Service provider could refer to or provide to the NSA, along with its application to Certification 2. evidence that can be assessed during NSA on-site audit visits
