How Did We Get Here The State Superintendent is empowered (16-13-31) to send letters to every school system and county tax collector, telling them how Education Foundation dollars are to be spent. The State Superintendent told Madison County- you have been paying too much for 1800 Madison City students residing in Limestone County- so stop. The State Superintendent told Limestone County- you have not been paying for 1800 Madison City students residing in Limestone County- so start paying. Limestone County refused to pay and sued Dee Fowler and the Board. Madison County, Huntsville City, and the State Superintendent asked to be joined to the suit, and were allowed to do so. Madison City taxpayers living in Limestone County are paying ad valorem and sales taxes for the purpose of education and receive NO benefit. 9

Myth vs Fact Myth- Madison is a rich district. Fact-In per/pupil spending both Athens and Limestone County spend more than Madison. Myth- All the disputed money is in escrow. Fact- The only money in escrow is the ad valorem. Myth- There is nothing we can do - the matter is in litigation. Fact- Only the ad valorem is in litigation. Fact- The litigation will take years to reach conclusion – we do not have years to wait. Fact- A state law can make the current litigation and appeals moot. Fact- Everyone can use their influence for a fair result. Myth- Madison City will not come to the negotiation table. Fact- We have tried relentlessly to set meetings, to no avail. 10

What can the Legislature do? Support Mike Ball’s Bill Emphasize litigation is not the answer Redistribute the TVA money 12

What can our citizens do? Lobby Legislature Hold meetings and raise awareness City PTA hold candidate forum and ask them what they will do about this situation 13
