7 Targeted Response 2000 Small Fires Per Year. Trial and evaluate an alternative response to the Wrt  Purpose designed vehicle  Latest fire fighting technologies  Targeting non structural fires  Crewing based on risk and demand

8 Background work Formation of a project team. Watch Manager as team leader. Staff consultation on vehicle type, equipment and operational parameters. H&S review in tandem with FBU reps. Full staff consultation on design of duty system. Recruitment onto the team completed by Watch Manager.

9 Resource Re-allocation Removal of Wholetime Wrt – 20 Posts Crewing of Targeted Response + 8 Posts Creation of Risk Reduction Team + 8 Posts Support to Retained Pump (until 04/08) + 4 Posts

11 Vehicle specification Mercedes sprinter 4 X 4 medium wheel base 800 litres of water Off road capability Combined CCTV and SAT NAV system

12 Equipment Rosen Bauer ultra high pressure Pump with CAFS Lightweight LPP 2 X BA with spare cylinders (for comfort wearing only) Comprehensive list of equipment agreed by end users and project team as appropriate to the role of the team.

13 Duty system Based on a 42 hour week in line with risk profile demands Rota basis from 1130 until 2230 14 Day rota period 2 X teams with a Watch and Crew Manager

14 Commitment Days Team members owe 16 commitment days per year - broken down into three groups. 4 X 9 hour compulsory training days for skills Maintenance 4 X 11 hour Sickness reward scheme days which are waived for no absence in each quarter 8 X 11 hour duty days or 88 positive hours for courses, Routines, meetings, further duty periods or activities flexibly managed

15 Risk Reduction Activities HFRC’s School’s Education Community Events Arson Reduction Patrols Public telephone box surveillance Protection of vulnerable families and businesses Void Property Risk Assessments Joint Partnership work: (city council, Rough sleepers, DDG meetings etc) Operational intelligence gathering National and local level initiatives (fire expo, arson reduction forums) in line with LAA

16 Personnel Development Tailored Training for Core Skill maintenance Mentoring, Coaching, Acting up opportunities Individual ownership of working hours and commitment time Completing an extensive familiarisation programme for this and other F&R services All Volunteered for secondment onto the team

17 Performance Measures Operational Response Increased Availability of Rescue Ladders –No of Small Fires attended by TRV –No of requests for assistance from TRV –Measures of simultaneous demand –Attendance times for PRL’s –Overall reduction in calls for PRL’s - increased productivity for other duties and training.

18 Risk Reduction BVPI’s, Deaths and Injuries etc LPSA2 Arson Reduction Targets LAA Targets, PS1 Criminal Damage, ASB (Baselines established performance monitoring in place) Performance Measures

19 Results so far 600 operational incidents dealt with since February 07 with only 4 occasions where assistance was required. 250 hours plus of extra appliance availability for life risk response, CS duties and training. Over 60 risk reductions actions carried out per month. Risk assessments and training plans are available for future TRV Crews Cost effective and risk based response Service roll-out planned following successful completion of pilot project Sickness reward trial has resulted in no Self- certified absence on the team thus far.
