Because of professional attitude of civil servants towards citizens...quality services of the state administration and simple administrative procedures...economic spending of the tax payers’ money...enabling of the public administration to implement the acquis communautaire

Phases of the implementation of the Reform First phase: end 2007 (reform of the horizontal structures) Second phase: end 2007 – end 2010 (establishment and strengthening of the horizontal, improvement of the sector functions) Third phase: beginning 2011 – end 2014 (raising standards of the public administration to the level of the European administrative space)

OBJECTIVE: Strengthen capacities of institutions for public relations, win public support, create positive attitudes towards public institutions, incite public participation in decision making process and support implementation of regulations on free access to public information. KEY REGULATIONS AND BUDGET ALLOCATION KEY REGULATIONS AND BUDGET ALLOCATION Consult PR offices/officers on the matters of contents on the occasion of selection of bids during procurements. Adoption of documents on IC on the principles of work of all the PR offices/services in public institutions. Production and distribution of the handbook on the work of the PR officers. Update and overview of the contents in accordance with the agreed principles and the Action Plan 1. INSTITUTIONAL COMMUNICATION Put the needs of the PR officers/offices in the annual budget plans. Forming of work group for harmonisation of basic principles.

Improve usage and efficiency of the existing human resources. Make sure that professional capabilities of the PR officers are suitable for the requirements of the job. Insure training is provided to the PR officers from the areas significant to their work. Forming of own strategy and action plan of communication. Inclusion of communication planning in the budget. Implementation of the Feasibility Study for the BiH Information Centre.
