WP 3 has the goal to create and test a solution to manage eCatalogues in the framework of cross-border public procurement procedures, both as part of a bid submitted by competing tenderers (pre-award), and as a basis for issuing orders to economic operators (post-award). The ultimate goal of the WP is to contribute to the PEPPOL Project’s general goal, and to make so that a significant part of the public procurements are made through cross-border transactions. WP3 – Challenges The use of eCatalogues in EU cross-border public eProcurement is currently (or can be in the future) limited by several factors: ► “Culture”: In many Member States’ public procurement procedures there is still limited habit to use eCatalogues (especially in the pre- award phase) ► Language: Despite goods and services are increasingly ‘global’, awarding entities and economic operators need to describe them in their (often different) national languages ► Process profiles and document formats: The lack of shared standards for processes and documents further draws back the dialogue between the parties ► Investments: the adoption of different (or no) eCatalogues standards by Contracting Authorities would require high investments for economic operators, hindering wider competition and SMEs in particular ► Legislation: The lack of detailed legislation in MSs does not favour the adoption of shared standards (although this can be also an opportunity now)

WP3 - eCatalogue Conceptual solution Interoperability of public eProcurement platforms is a solution to many cross-border problems – “Culture”: easier tools – Language: automatic translation – Process profiles and document formats: mutual understanding – Investments: re-usability of eCatalogues Implementing different Interoperability levels (EIF) in a cross- border environment requires solving a number of issues Organisational level (e.g.Security: Requirements of authenticity of origin, integrity of content, non-repudiation and storage) Semantical level (e.g.: Processes and doc’s: Standard content) Technical level (e.g.: Automatic mapping and translation) The adoption of shared standards is the “cornerstone” to allow interoperability

WP3 – Expected Outcome eCatalogue tools that make it possible for contracting authorities to define the basic structure of eCatalogues for pre-award and post-award phases of the procurement process, and economic operators in any European country to provide product information, descriptions and agreed prices as electronic catalogues to be used in public procurements. In more detail, the expected results are: Definition of standard processes (set up; submission; up-loading, updating; …) and documents (request; update, cancellation, …) for the management of eCatalogues in a public eProcurement environment Definition of a standardized pan-European meta-catalogue structure, for an identified set of buying categories, and indication for the extension to other categories Definition, creation and testing of necessary components for automatic mapping and conversion between the existing and the standard structure and vice-versa
