3 BEGINNING SOCIAL DIALOGUE n By establishing a bilateral social dialogue between the Union of Independent Trade Unions of Slovenia and the Slovenian Chamber of Commerce, on 27th June 1990, after three months of difficult negotiation, social partners signed a collective agreement for the economy, n In 1994 a special part of the social contract was signed, called the wage policy agreement in the economy. ZSSS conditioned signing of this agreement with immediate establishment of the tripartite Economic and Social Council. –Wage policy agreement was signed on 25 April 1994 and the first meeting of the Economic and Social Council was the 1th June 1994.

5 ECONOMIC AND SOCIAL COUNCIL (ESS) The fundamental fields of the ESS working program are mainly: - social agreement - social justice and the rights under compulsory insurance, such as pensions, disability benefits, social assistance, and other compensation, - employment and labor relations, - collective bargaining system, - prices and taxes; - economic system and economic policy, - legal certainty (pravno varstvo), - cooperation with the ILO and the Council of Europe and related institutions in the EU and EU Member States - co-management employees - union rights and independence.

6 ECONOMIC AND SOCIAL COUNCIL (ESS) ESS can also discuss other matters that are not subject of tripartite communication, from the field of economic and social affairs. ESS in the framework of its activities: - Participate in drafting legislation and give opinions and recommendations - Provide suggestions for the adoption of new or change existing laws, - Create positions and opinions on working papers, draft and proposed regulations, ordinances and laws, - Create positions and opinions to the national budget ESS forwards their proposals, recommendations and opinions, to National Assembly, professional and general public.

9 COLLECTIVE AGREEMENTS n Law of Collective Agreements (Uradni list RS, št. 43/2006) n List of collective agreements in Slovenia In Slovenia, we have negotiated 43 collective agreements, three of them achieved the status of the extended validity KNG trade union in Slovenia renounced the collective agreement for the non-metal industry in 2010

10 SECTORAL SOCIAL DIALOG n Social dialogue at the level of sectors is understood only as a collective bargaining –Collective Agreement for the chemical and rubber industry SLOVENIA - extended validity –Collective Agreement for the exploitation and processing non-metallic minerals SLOVENIA - canceled, negotiations to establish new in progress.

12 n n FACING THE PROBLEM OF DYING PROFESSIONS - Glazier … n n NEED FOR STRENGTHENING THE MEMBERSHIP in PHARMACEUTICAL INDUSTRY (THE BIGGEST SLOVENIAN COMPANY LEK IS IN HANDS OF NOVARTIS) - Independent COMPANY TRADE UNION n n We are confronted with low added value in the non-metals industry - trends in recent years are not optimistic n n Low added value, even in the rubber industry (the main rubber company is SAVA - GOODYEAR) n n Chemical industry is faced with sharp CHEMICAL AND ENVIRONMENTAL LEGISLATION

13 Social dialogue is recognized only as a collective bargaining; Employers' associations are disorganized and unrepresentative (Section for Chemical industry - no membership in ECEG... the problem is 1500 EUR per year); Human resources professional deficit in union – not possible for the expansion of areas of social dialogue; The decline in union membership The economic problems of entire sectors: Companies have a vision of business, the state has no vision for sectors;

14 Activities SKNGS to expand dialogue Through a EMCEF we have achieved a membership of employers' associations in ECEG, but after two years membership died Participate in a project SOS - the consequences and control of stress in the workplace We have joined the working group to prepare NPK in our sectors We have joined the working group to prepare NPK in our sectors ( COMPETENCES PROFILES FOR OPERATOR AND FIRST LINE SUPERVISOR IN THE CHEMICAL, RUBBER AND GLASS INDUSTRY ) We have joined the national project KOCKe, preparation of competence center for training in the sector of chemistry

15 The objectives of the KNG Union of Slovenia Strengthen trade union personnel - for active participation in social dialogue Strengthen trade union personnel - for active participation in social dialogue n Extend sectoral social dialogue n Extend sectoral social dialogue Example: the institute introduced in Hungary is a very interesting model for Slovenia. The sectoral social dialog model is compatible with the EU model, which also encourages partners to work actively in the social dialogue at EU sector level. n Actively influence the cooperation between firms in the sector – –such as the competence center, where we have interest in establishing a permanent training center and the creation of new centers.
