MARITIME SECURITY CONFERENCE 2012 Day 1 Take Aways Interregional MS Cooperation – Building a Network of Trust and Transparency ~Mr. Chris Trelawny – IMO has no policing mandate, it is up to its members to determine IMO’s mission and policies. – Maritime Security is unique – it is different from aviation security. – Classification and sharing of information is particularly challenging in maritime security environment (defence vs. commercial motives). – Multi-layered approach is necessary for maritime security (e.g. national, regional, global). Canadian Perspective on Maritime Security ~Mr. Chris Alexander – Maritime Security is critical to Canada’s key objectives – growth, economic stability and long-term prosperity. – Globalization presents extraordinary opportunities for countries like Canada, but it also increases the need for Maritime Security across a spectrum of challenges (e.g. digital economy). – Canada and other nations must have the political will to maintain and implement Maritime Security strategies (e.g. Maritime Security Operations Center).

Setting the Scene for the Conference: Extending the Principles of Maritime Security Cooperation and Awareness. ~Dalhousie University Centre for Foreign Policy Studies – Maritime Security must include a holistic approach that includes all actors and considers various governance, standards and best practices. – Cultural and political awareness is a key consideration and lack of awareness may pose an impediment to an effective Maritime Security strategy. – Denial of market regime to bad actors can often move policy forward.

Panel 2 – Regional / Interregional MS Governance – Cooperation between maritime states does not need formal structure. – Regional and international cooperation occurs when there are common interests. – Common interests and strategic priorities determine nature and extent of cooperation and relationship. – Regardless of region, there are common elements: information sharing; cooperative arrangements; capacity building; and trust. – There are a number of excellent regional models in existence, but none of these models are adaptable to the international level.
