Federal Acquisition Service U.S. General Services Administration MAS Transformation and Schedule Pricing May 27, 2015

Four Pillars of MAS Transformation Competitive Pricing Stakeholder Engagement Innovation Enhanced Cycles What is MAS Transformation? 2

Reestablish the MAS program as the contract vehicle of choice for commercial products, services, and solutions. Ensure competitive pricing. Streamline processes through effective automation. Maximize ease of use. Provide access to a wide base of capable industry partners. Pilot innovative change to foster continuous improvement. What are the goals of MAS Transformation? 3

One way to impact competitive pricing is to reduce the pricing variability currently found on GSA Advantage! and in Schedule Pricing. This is Price Variability Dewalt Power Drill, PN D25553K Schedule pricing ranges from a high of $914.07 to a low of $386.10. There may be reasons for the variability but currently a customer cannot determine those reasons just from Advantage! What is Pricing Variability? 4

Standardize Part Numbers and UPC-A to facilitate price comparisons - Solicitation updates were recently completed to include the requirement to provide manufacturer part numbers and UPC-A information where available. --collection of part numbers and UPC-A info is a process, not expected overnight --not all items have UPC-A info and vendors are not required to provide where it is not commercially required --MFPNs should be those provided by the manufacturer What is GSA doing to ensure competitive pricing? 5

Dynamic and Competitive Pricing tools to enhance price analysis --Use of horizontal price analysis. Manual searches through Advantage! and other websites can now be done through automated tools. --Easier to identify when items are identical and when they are not. --Identifies areas where other factors such as freight, packing, packaging, or other differences could impact cost. --Ultimately allows for more thorough and accurate common sense price analysis. What is GSA doing to ensure competitive pricing? 6

Competitive Pricing Analysis initiative --Provide our Schedule Partners with results of extensive pricing analysis flagging items which appear to have excessive variability --Provide our Schedule Partners an opportunity to help identify reasons that might be leading to the variability (i.e., freight, packing, packing, value added services, etc.). --Provide our Schedule Partners an opportunity to reduce pricing variability on their items through voluntary price reductions where appropriate and reasonable. What is GSA doing to ensure competitive pricing? 7

The initial goal is to reduce pricing variability on MAS where pricing has been identified as potentially excessive. This intent is to obtain the best pricing possible Which may not be the lowest price possible. 8 Ensure Competitive Pricing

What is the result? Actual MAS Schedule 75 Office Supplies Vendor Testimonial: “In reference to {our} 30,000+ Price Reductions for the Requisite Price Analysis {redacted mod#}. I just wanted to let you know that our order rate has more than doubled since going live in the past two days. This increase in orders is due to the price reductions that Federal activities are fully taking advantage of. I will be loading these onto DoD EMALL next week where we expect to see a large order surge there too.” – Multiple Award Schedule 75 Small Business Contractor 9
