6 Transitional Sheltering Eligible Costs Transportation Pay or Regular Employees FEMA Policy 9523.15 FEMA Policy 9523.15 Note: Transitional sheltering, if authorized, will be implemented and managed directly by FEMA, through a contract agent. FEMA will not reimburse State or local governments for providing transitional sheltering to displaced disaster victims.

7 FEMA Policy 9523.18 FEMA Policy 9523.18 Host-State Evacuation and Sheltering Reimbursement – July 23, 2010 Host-State: A State or Indian Tribal Government that by agreement with FEMA provides sheltering and evacuation support to evacuees from an impact-State. An Indian Tribal government may also be referred to as a “Host-Tribe.”Authorizes the PA Program NM TX OK AR LA Impact -State: The State for which the President has declared an emergency or major disaster and that, due to the need to evacuate and/or shelter affected individuals outside the State, requests such assistance from FEMA pursuant to §206.208.

13 Section 403 (a)(3)(D) of the Stafford Act allows for the provision of temporary facilities for schools and other essential community services when it is related to saving lives and protecting and preserving property or public health and safety. 16 Determining need for temporary facility Facility was damaged by the disaster to the extent that it cannot be occupied safely, and restoration cannot be completed without suspending operations of the facility for and unacceptable period of time. Facility lacks a critical utility or operation item (such as potable water, electricity, or road access) and a temporary facility would restore services to the community… Temporary facility capacity must not exceed the pre-disaster capacity of the original facility

17 Time Limitations Usually 6 months—same as requirement for completion of emergency work. Exceptions allowed according to the particular requirements of the restoration project. Initial PWs may reflect no more than 12 months in the Scope of Work. Requests for extensions should be made through the GAR.

18 Options for Temporary Facilities Lease Purchase Construct Must be: Reasonable Cost-effective Temporary in Nature A Cost Comparison with 3 proposals is required.
