MnDOT signed a highway easment in 1960 with US Steel The TH 53 is over a ore deposit with shallow strippings, high iron and low silica The easement stated the following conditions: ◦ 3 years notice ◦ Up to April 30, 1987 – US Steel pays ◦ After April 30, 1987 – State pays ◦ Work started in 2010

May 5, 2017 Plan to negotiated extension when more design is done and contractor input is received. Only want to ask once!
9
Goal Allow existing TH 53 area to be entirely or partially vacated and mined by May of 2017 Construct the project to provide best value while minimizing future maintenance costs Minimize impacts to the environment Minimize or eliminate future risk to MnDOT related to mining operations. Minimize impacts to all project stakeholders (includes utilities)
10
Total Project cost: $290 Four lane facility Interchange @ TH 135 Bridge Option on E1A or E2; fill option not moving forward ROD by August of 2014 Start construction: Fall 2015 Finish construction: Fall 2017 Easement is permanent – no future moves Preferred alignment will be selected by the end of October Bridge construction will be steel or concrete

CMGC Contracting in a nutshell CMGC = Construction Manager General Contractor
14
CMGC stands for construction manager, general contractor CMGC integrates planning, design and construction It depends on collaboration During the design phase, the CMGC can assist the owner with ◦ Project scope to meet budget ◦ Design to reduce costs ◦ Improve quality through innovation Owner and CMGC work together to reduce overall project risk
15
The preferred alignment must still be vetted through the draft and final EIS process with all build and no-build options. The “final” alignment will not be final until the completion of the final environmental impact statement (FEIS).
18
Core Team Leaders dug into all available information and weighed risks, mitigations, pros and cons to come up with an alignment recommendation for each of their areas. Their recommendations were based on technical merits only – without regard to cost. The cost component was disclosed later.

21
When cost was considered, it added reinforcement to the technical portion of the recommendation.
22
The following costs are known as “total project costs”. They include construction, design, right-of-way and minerals among other things. The costs are based on preliminary engineering and contain contingency. The cost estimate for E2 will continue to change as more information is available and design begins.
23
M-1: $315-450 million E-1A Bridge: ◦ Intersection Option: $175-270 million ◦ Interchange Option: Additional cost of $4 million E-2: ◦ Intersection Option (with Straight Option and Curved Setback Option): $180-240 million ◦ Interchange Option (with Straight Option and Curved Setback Option): Additional cost of $4 million

Fall 2014: Proceed with contractor and designer selection after preferred alignment is recommended, announced and there has been an opportunity to hear stakeholder comments/concerns. March 2015: Designer and CMGC on board- design E2 at risk December 22, 2014: Publish Draft EIS for review/comment. January 22, 2015: Public Hearing on DEIS Summer 2014: Order bridge steel at risk Summer of 2015: Publish Final EIS. Late Summer/early fall of 2015: MnDOT publishes adequacy determination; FHWA publishes combined final EIS and Record of decision.
25
Fall of 2015: Start Construction Contract Reminder: This schedule is best case scenario and is subject to change.
