1 IFALPA MPL Best practice recommendation Kuala Lumpur IFALPA HUPER committee 13-15 Nov 2007

2 Introduction : One Year after the approval of ICAO Amdt 167, MPL has been implemented in numerous different ways. Only a few of them in the initial context of Airline leadership in an MPL program for some FTO leadership Industry addressed its needs for an harmonized MPL worldwide. IFALPA supports this goal and therefore propose this recommendation in order to provide guidance as long as ICAO provides the first review of MPL, not expected before 2009.

3 IFALPA HUPER committee takes the opportunity of the KL meeting to take in account the feed back from Australia, China, Denmark, France, Germany, Sweden,Switzerland, JAA/ EASA implementation, FTO’s and manufacturers

4 The first conclusions ICAO annex 1 is not appropriate to guarantee that MPL implementation will lead to the FCLTP agreements. Annex 1 and Pans TRG need to be reviewed to provide more accurate guidance material. The industry will implement MPL much faster than the ICAO time line. The industry should urgently provide a clear message and some guidance material before the ICAO proof of concept (2009?).

5 The first conclusions The concern from Asia Pacific representatives is that NAA’s will be under great pressure due to the fast growing market. No syllabus was approved by the FCLTP, so guidance material is urgently required. The use of this guidance material may also answer the industry concerns addressed in the RAeS symposium, and in the JAA MPL ADV Board

7 IFALPA Best Practice Recommendation Mpl Adv. board An MPL ADV shall be created, its ToR shall include a monitoring clause, the composition shall take Pilot’s representatives

8 IFALPA Best Practice Recommendation ATC environment A pilot education shall include an appropriate exposure to ATC environment during the initial training, specifically under IFR conditions. Failing to have ATC environment in the simulation devices requires additional exposure to the real environment.

9 IFALPA Best Practice Recommendation Airmanship Airman-ship can only be taught by an airman. Therefore JAR FCL subpart H (1 310 1 330 1 360 1 405) should be used as a guidance for the description of Instructors qualifications. In broad terms an instructor should have Multi crew experience to teach in a multi-crew environment. The FTO feed back is it is difficult to find TRI/ SFI with FI experience for the basic phase. The « hold or have held » FI license could be let at the FTO discretion to validate or refresh the needed competency of the instructor.

10 IFALPA Best Practice Recommendation ETOPS Approach For the validation of a wise application of a step by step approach, the actual ab initio integrated course should be taken as a reference according to ICAO PANS TRG. The step by step approach should be used for the transfer from Actual Flying Hours to Simulated hours. The possible reduction of solo flying hours, should also be monitored in a step by step approach. The target competency should be « a cross-country flight as pilot-in-command totaling at least 540 km (300 NM) in the course of which full stop landings at two aerodromes different from the aerodrome of departure »

11 IFALPA Best Practice Recommendation Selection process/ MPL access To enhance the success of the candidate, the selection process should be aimed to the potential for command. Global length of training An MPL program should not be less than 100 weeks. Not observing this recommendation might lead to a lack of the needed cognitive consolidation.

12 IFALPA Best Practice Recommendation Flight simulation device In intermediate and advanced phase the device chosen should have a proper motion when flying skills are requested for the training.

13 IFALPA Best Practice Recommendation PANS TRG Instructor System Design (ISD) The essential improvement of MPL lays in the competency based training. This approach request a full adoption of an ISD methodology to built a MPL syllabus. The cooperation between the airline and the FTO is crucial and should be oversight by the national monitoring body. The industry should take this opportunity to sponsored MPL training.

14 IFALPA Best Practice Recommendation Actual flight hours split To have a global assessment at ICAO level the ADV BOARD should report the most accurately the syllabus approved (within the limit of industrial confidentiality). Specifically the split hours done phase by phase, with the type of aircraft/FSTD, the PF/PNF repartition, and for the core and basic the amount of hours flown without Autopilot. Observing the different projects the global tendency is to have between 110/ 120 actual flying hours. This should be taken as a first reference.

15 IFALPA Best Practice Recommendation Validation / Check ride The final check of the MPL is performed during the Type Rating test. It is essential that this check is a « normal » Type rating test, though the assessment might request a wider scope. MPL Check ride is the validation of the pilot competency previously checked during CPL, IR MCC and TR. Therefore it is recommended to have a 4 hours check ride (PF/PNF), and a specific form allowing the Examiner for appropriate comments.

16 IFALPA Best Practice Recommendation Initial On line Experience IOE It is reminded that the IOE shall not be different for an MPL holder. The IOE final check ride is of first importance, as an ultimate validation of the MPL program. The authority should provided experienced TRE as a final validation of each new MPL syllabus.

17 IFALPA Best Practice Recommendation Global Quality Loop The quality loop should be harmonised world wild and could have the following elements: Aircraft type phase by phase Instructor qualification (FI/ SFI/TRI ) phase by phase IOE records Failure rate phase by phase Statistics of extra training above the approved syllabus Captaincy success rate …

18 IFALPA Best Practice Recommendation These recommendation shall be validate by the MPL TASK FORCE, and then approved by IFALPA BOARD. The validation by the task force might need a formal meeting. Needs of education of MA’s experts have also been expressed, IFALPA might have to prepare specific training sessions

19 IATA validation Once the best practice recommendation has been published, the support of IATA must be obtained. To reach this goal we should express that failing to have a cummon position, IFALPA might ask ICAO to cancel subpart K of annex 1 (MPL), if the proof of concept is not valid in 2009.

20 ICAO review MPL task force shall encourage the feed back information until the proof of concept by ICAO, and promote « IFALPA best practice recommandations » as the needed changes for the modifications of annex 1.
