Acceptable level of safety to be achieved shall be established by the State. States shall require, as part of their State safety programme, that an [organisation] implement a safety management system acceptable to the State of the Operator […].

23 European Aviation Safety Agency AOC The Competent authority shall issue an AOC when it is satisfied that the operator is in compliance with Part OPS and Part OR. The certificate shall include the associated operations specifications and general conditions.

24 European Aviation Safety Agency Changes to AOC In the case of minor amendments to the operations manual not affecting the terms of the certificate, the competent authority shall ensure that it has an adequate control over the approval of all manual amendments. The competent authority shall prescribe the conditions under which an operator may operate during such changes.

25 European Aviation Safety Agency Code share arrangements 1 Before authorizing  the CA shall make sure that the third country operator Holds an authorisation in accordance with Part TCO Is in compliance with Annex IV of the Basic Regulation (audit report provided by the Community operator) There are no open findings on the third country operator

26 European Aviation Safety Agency Leasing (wet and dry) A lease-in agreement of a third country aircraft used by a Community operator can only be authorised when the conditions in OR.OPS.030.AOC are complied with. The authorising competent authority is the one which has certified the operator.

27 European Aviation Safety Agency Specific operations approvals The competent authority shall issue an approval, including operational specifications after it has verified compliance with OPS.SPA.020.GEN. The competent authority shall agree with the operators it certifies the scope of the changes to the organization's procedures that require prior approval.

28 European Aviation Safety Agency Minimum equipment list The competent authority shall issue an MEL approval after it has verified compliance with the applicable requirements. The competent authority shall approve a procedure for the extension of the applicable Rectification Intervals notified by an operator when the conditions in OR.OPS.020.MLR are complied with.

29 European Aviation Safety Agency CS’s and individual flight time specification schemes The competent authority shall evaluate individual flight time specification schemes to verify compliance with the safety objectives and applicable requirements of the Basic Regulation. It shall submit the individual flight time specification scheme to the Agency for approval.

33 European Aviation Safety Agency Cabin crew competence related elements still subject to national provisions BR does not require the issuance of medical certificates NPA proposal: since medical assessment of unfitness may lead to limitation, suspension or revocation of the cabin crew attestation by the competent authority, information shall be provided by the AME to the said competent authority  but only in case of ‘suspected unfitness’ or ‘unfit assessment’, and  according to procedures to be established by the competent authority
