2 Turkish Textile & Apparel Industry ‘’Leader industry’’ in manufacturing and employment in Turkish economy.  6.8% of GDP;  14.9% of manufacturing production;  26.3% of manufacturing labor force; 880.000  15.5% of Turkish total export earnings; 23.5 Bn $ Turkey ranks as the 6th biggest apparel exporter with an export value of 13.9 billion dollars and a share of 3.4% in 2011. Turkey ranks as the 8th biggest textile exporter with an export value of 10.8 billion dollars and a share of 3.7% in 2011.

4 Vocational Education and Main Problems The intensifying competition, increasing rivalry Increasing need for ‘highly qualified’ labour fource Unfortunately, existing education institutions is inadequate to increase workers industrial skills The dual vocational training system of ‘School-Industry (student-trainee)’ has not provided the expected outcomes, The incompetency of instructors and curricula as well as the training equipment and machinery, main shortcomings, High unemployment rate and the mismatch of the required skills enforced alternative solutions in the vocational education system. 5 Vocational Qualifications Authority and National Qualifications System Preparation of draft national qualifications/standarts Review of drafts Submission of drafts to public opinion Sector Committee VQA Board VQA which is established in 2006 has, Legal entity Private budget Administrative and financial autonomy Represented by all the stakeholders in the General Assembly Main duities of VQA is; Establishing the National Qualifications Framework, Developing NOS and National Qualifications, Establishing and operating a sustainable assessment and certification system VQA has succeeded to prepare 391 occupational standarts and 186 qualifications in 16 different sectors upto date. The total number of occupational standarts and qualifications is expected to reach 1.000 in a year time.

6 Strengthening Vocational Qualifications Authority and National Qualifications System in Turkey (UYEP Project) UYEP Project which started in October, 2010 and ends in May, 2013 supports VQA;  Establishment of the framework of the National Qualification System,  Development of National Standards and Qualifications,  Establishment of Skills Testing and Certification Centres (VOC-Test centres/Grand Scheme), The VOC-Test Centres Grant Scheme is organised through the UYEP project and provides financial support to 26 grant beneficiaries in 11 different industries with over 6 Million Euro. The global objective of the grant scheme is;  Ensure the provision of vocational education and training according to labour market needs,  Strengthening the relation between education and employment,  Facilitate harmonization with European Qualifications Framework (EQF), Through the establishment of voc-test centers.

8 Expected outcomes; Establishment of voc-test centers 11 qualifications, Item banks, Quality assurance system, Software system, Certification of 440 employees, Turkish Textile Employers’ Association and Textile Sector Vocational Qualification Examination and Certification Centre Establishment Project -1 Main Results; Awareness of NQS 27 Occupational standarts 15 qualifications, 4 test centers in different locations of Turkey, Generate reference to the educational system,

9 Turkish Textile Employers’ Association and Vocational and Technical Training Centers (METEM) Project Turkish Textile Employers Assosication added a third pillar to the existing dual vocational training system and initiated the METEM in cooperation with the Ministry of National Education. The most important aspect of this project is increasing the efficent application of theoretical education and hands on training in plants. METEM project has been launched in 3 different cities namely Çerkezköy, Adana and Kayseri and fully supported by TTEA with a total investment of 25 Million US$. in the textile machinary. The training process in these centers is divided as Formal Training and Continuous Training. The centers are providing vocational training for high school and higher education students as well as professionals in Yarn-Weaving-Weaving Design-Knitting-Dyeing-Printing-Finishing- Laboratory and Mechatronics fields.
