2 Total allocation of EU funds for Large Infrastructure OP:  9,4 billion Euro, out of which:  2.4 billion euro – ERDF  6.9 billion euro – Cohesion Fund LIOP covers 4 thematic objectives relevant for the following sectors:  TO (4) for energy efficiency and clean energy;  TO (5) for risk prevention and management;  TO (6) for environment;  TO (7) for transport and energy infrastructure.

3 Large Infrastructure OP 2014-2020 covers nine Priority Axis: Transport (55% of LIOP allocation)  PA1 – Improving mobility through the development of the TEN-T network and metro system  PA2 – Development of a multimodal, high-quality, sustainable and efficient transport system Environment and risk management (40,3% of LIOP allocation)  PA3 – Environmental infrastructure development based on an efficient management of resources  PA4 – Environmental protection through measures to preserve biodiversity, air quality monitoring and remediation of historically contaminated sites  PA5 – Promoting the adaptation to climate change, preventing and risk management Energy efficiency and clean energy (5,2% of LIOP allocation)  PA6 – Clean Energy and energy efficiency in order to support a low carbon economy  PA7 – Energy efficiency at system level centralised heating in selected cities  PA8 – Smart and sustainable energy transport system

4  PA 1: Improving mobility through the development of the TEN-T network and metro system – 4.2 bn. euro (CF+SB) Construction/upgrading of motorways / expressways / national roads, including construction of TEN-T network bypass variants network Construction/upgrading of railway and inlandwaters on TEN-T core network Development of subway infrastructure in Bucharest  PA 2: Development of a multimodal, high-quality, sustainable and efficient transport system – 2.16 bn. euro (ERDF+SB) ◦ Comprehensive TEN-T network and national roads ensuring connection to TEN-T network ◦ Ports and airports infrastructure development ◦ Intermodal development ◦ Reducing the waiting time at cross boarder points ◦ Safety and security measures on all modes of transport ◦ Increase the sustainability and quality of railway transport through reform and modernisation measures Projects promoted are prioritised according to GTMP, and covers phased projects started in 2007-2013 and project meant to finalise Rin-Danube corridor

5  PA3 - Environmental infrastructure development based on an efficient management of resources – 3,2 bn. euro (CF + SB)  Integrated investments in water and wastewater infrastructure in order to comply with requirements of EU directives – second phase of projects extended towards smaller agglomerations (in order to fulfill requirements to ensure treatment of wastewater in agglomerations above 2.000 p.e.)  Regional water companies  Investments in waste sector in order to comply with requirements of EU directives through integrated projects for waste management at county level - no new projects, only phased and integrated waste project in Bucharest  Intercommunity Development Associations through County Councils

6  PA 4 - Environmental protection to preserve biodiversity, air quality monitoring and remediation of historically contaminated sites– 470 mil. euro (ERDF + SB)  Biodiversity  Drafting and implementation of management plans of Natura 2000 sites and protected areas  Maintaining and restoring the degraded ecosystems and their services, outside the protected areas  Action to complete the knowledge gaps on biodiversity  Public institutions /research institutes / Universities / NGOs /administrators and custodians of protected areas  Increase the assessment and monitoring capacity of air quality at national level  Ministry of Environment, Water and Forests  Reduce the surface of historical polluted sites  Public authorities / other public bodies for contaminated sites owned or made available for the project purpose

7  PA5 - Promoting the adaptation to climate change, preventing and risk management – 530 mil. euro (FC+BS)  Measures based on green infrastructure and ecosystem based services meant to reduce the incidence of risk exacerbated by climate change (mainly floods and coastal erosion), and complementary structural measures  National Administration Romanian Water, including partnerships with NGOs  Other beneficiaries to be defined after the National risk Assessment will be finalized  Increase the response capacity to disaster  General Inspectorate for Emergency Situation, including partners with other central and public authorities with responsibilities in risk management

8  PA6 – Clean Energy and energy efficiency in order to support a low carbon economy – 218 mil. euro (ERDF and SB) ◦ Development of new production capacities based on biomass/biogas and geothermal sources ◦ Implementing power smart metering for residential consumers (demonstrative projects to be ) ◦ Monitoring the energy consumption at the level of industrial platforms in order to implement energy efficiency measures ◦ Development of high efficiency cogeneration units for industrial consumers (natural gas, biomass, and biogas from industrial residual process)

9  PA 7 – Energy efficiency at system level centralised heating in selected cities – 275 mil. euro (ERDF+CF+SB) ◦ Local public authorities for selected cities (Bacău, Botoşani, Focşani, Oradea, Râmnicu Vâlcea, Timişoara, Iaşi) – ERDF (meant to continue intial projects started through SOP Environment 2007-2013) ◦ General Council of Bucharest - CF  PA 8 Smart and sustainable energy transport system – 47 mil. euro (ERDF + SB) Transelectrica și Transgaz  Development and enforcement of power network to accomodate the additional power produced by the new installed renewable capcities  Increase the flexibility of National Gas Transport System in order to ensure interconnections with neighboring countries

10  LIOP is not a programme where companies can apply directly, with some exceptions: -monitoring energy consumption at industrial level or production of energy through cogeneration in industry) -specialised companies, mainly public, such as regional water companies, energy producers, companies responsible with energy distribution and transport  Private companies, mainly those specialised in construction and environment protection, can benefit of these funds though public procurement contracts

11  LIOP – programme approved in July 2015  Applicant guidelines: ◦ 5 guidelines were launched in April 2016 (water and wastewater infrastructure, waste management, biodiversity, intervention capacity to disaster, monitoring air quality) ◦ 5 guidelines to be launched by end of May 2016 (roads, railway, metro infrastructure, infrastructure for energy transmission, district heating) ◦ The other guidelines to be launched in June 2016 (decontamination of polluted sites, inland waterways infrastructure, cogeneration and renewables, smart metering, monitoring energy for large consumers)

12  Except for 890 mil. euro allocated competitive projects, the financial allocation for LIOP is targeted towards priority projects or pre-identified, including phased projects.  Thus, 292 projects have been identified so far, out of which: ◦ 82 are phased projects ◦ 150 new investments (including those started under SOP Transport, but not phased) ◦ 60 TA projects for supporting project development
