Creation of BHECN 2004 LB1083 is the restructure of behavioral health system of care from institution to community- based 2009 LB 603 passed creating the Nebraska Behavioral Health Education Center

Mission Support the recruitment, retention, and competency of the Nebraska behavioral health workforce by providing education and training in evidence-based practice, interprofessional collaboration, and use of behavioral telehealth services to expand outreach and serve the people of Nebraska.

BHECN will develop six behavioral health regional sites to support local participation in interprofessional behavioral health workforce development 1. Behavioral health education and training sites in each region

1. Behavioral health education and training sites Goal 1: Sites are identified in each region 1. All 6 regions have selected a regional site by 2011 2. Sites organized geographically along the lines of the Behavioral Health Regions. 3. Meaningful consumer participation is established.

1. Behavioral health education and training sites Goal 2: Sites will facilitate inter-professional training that supports local recruitment and retention. 1. Site provides annual interdisciplinary training 2. Partnerships with institutions of higher education, hospitals, law enforcement, community-based agencies, and consumers and their families 3. each region hosts an annual training event 4. Community agencies and hospitals increase frequency of inter-professional training.

1. Behavioral health education and training sites Goal 3: Sites will participate in setting priorities for the development of the local workforce. 1. The site activities will facilitate the identification of behavioral workforce needs in the region.

BHECN will provide leadership and training in behavioral tele-health and other innovative means of care delivery to the entire behavioral health workforce 2. Behavioral tele-health training Covers distance service delivery, supervision and distance education Leverage existing tele-health network Accompanied by in- person rural visits and rural health care education Collaboration across the state to bring education to new locations

Inter-professional behavioral health training, curriculum development and outcomes research BHECN will establish inter-professional learning collaborative partnerships to create, link and disseminate education and training materials for the development of behavioral health workforce addressing the recovery- focused needs of consumers

BHECN will fund additional residents (two each year) trained in inter-professional and tele-health service delivery to rural and underserved areas. BHECN will facilitate funding of training of other behavioral health professions. 4. Fund psychiatric residencies and other behavioral health trainees

BHECN will facilitate the collection, analysis and dissemination of behavioral health workforce data and the prioritization of training and recruitment of behavioral health professionals by type and region. 5. Behavioral health workforce analysis
