Clean Trucks Oct. 1 launch… Cargo moved smoothly No impact on cargo volumes, no backups More than 98% truck compliance

Adequate pool of trucks… 832 Concession Applications More than 632 executed Concession Agreements; about 200 pending More than 9,000 completed trucks in Drayage Truck Registry

8 Clean Trucks Program Effective October 1, 2008, trucks allowed access to the Port shipping terminals, only if: They operate for a trucking firm (Licensed Motor Carrier) with a Port-approved concession and Truck is registered in Port’s Drayage Truck Registry Or, (infrequent trucker) obtain a day pass So far, 765 passes issued

9 Clean Trucks Schedule October 1, 2008: Model Year 1988 and older trucks banned unless equipped with newer engine January 1, 2010: Prohibit entry to trucks with Model Year ’89-’93 engines, and MY ’94-’03 trucks not retrofitted January 1, 2012: Prohibit entry to any truck that does not meet 2007 EPA engine emission standards

10 Clean Trucks Fee Loaded containers moved by trucks assessed a fee $35 for 20-foot-long containers and smaller $70 for containers longer than 20 feet This temporary Clean Trucks fee will help provide financial assistance to truck owners for the one- time transition to new, clean trucks The fee is charged to cargo owners

More on fees The Clean Trucks Fee will be assessed as early as November 1 Unlike PierPass, the Clean Trucks Fee will be charged on domestic cargo (for example, Mainland trade destined for Hawaii, Guam and Alaska) Clean Trucks Fee also applies to cargo trucked to rail yards outside the Port

Fee Exemptions (cont’d) Diesel Truck (engine year 2007 or newer) purchased without Clean Trucks Program funds 100% EXEMPT if truck is purchased before 10/1/2008 50% EXEMPT if purchased on or after 10/1/2008 and proof of scrappage of old truck is provided FEE APPLIES if truck is purchased on or after 10/1/2008 and proof of scrappage of old truck is not provided

16 PortCheck basics… PortCheck is the new organization created by terminal operators to collect the Clean Trucks Fee from cargo owners and remit collections to the ports PortCheck will operate like PierPass – collect fees from cargo owners via an on-line, internet system. All cargo must be “claimed” by cargo owner before it can be moved

PierPass & PortCheck… www.pierpass-tmf.orgwww.pierpass-tmf.org gets you to a “fork in the road” to do PierPass or PortCheck business This is a temporary approach and eventually will be one website doing transactions separately

Register Now In PierPass or PortCheck… Registration in PierPass gets you into PortCheck If you are in neither, you need to register as soon as possible Currently over 17,000 registered users

Import Cargo… Import cargo will be searched and claimed in the same manner as PierPass: Cut and paste By container number By OBL where available Claim all intermodal cargo Claim all store door deliveries

Export Cargo… Export cargo will be searched and claimed in the same manner as PierPass: Cut and paste By booking number Upload files Claim all intermodal cargo Claim all store door deliveries

Familiar Web Functions… PortCheck will be very similar to the current PierPass screens Every working page will have a link back to PierPass for the Traffic Mitigation Fee Reports will be similar to current PierPass reports and available to PortCheck users

26 More on PortCheck… Fee will be based on Clean Trucks Program compliance status of the engine, whether port funds paid for the truck and other factors and found in the Drayage Truck Registry (DTR) A $100 day pass will be provided non-frequent truckers, paid by the trucking company or broker www.polb.com/daypass
