EVOLUTION OF THE TERA REVOLUTION

Who are Salamanca Solutions? IFRC partners who developed TERA as a carrier grade resilient product in response to Haiti earthquake in 2010 Internal OSS/BSS developers for Western Wireless and Trilogy International Partners since 2003 Developed deployed eTOM compliant convergent end to end suite Extensive transformation expertise in end to end telco business workflows working onsite in Latam and Caribbean Uses project management best practice standards (Scrum, PMI PMBOK, Agile methodologies) Quality test methodologies supported by Veracode and Coverity tools

Key Features: Location targeted SMS GIS based user interface Automated response (incoming and outgoing messages) Take to action monitor dashboard 3rd party integration (Meteorology, seism, etc.) Mobility Multiple Mobile providers Reporting tool MNO Impact: Minimal disruption of operator’s network Minimal cost (PostgreSQL data base) High benefits TERA is a targeted messaging solution used to deliver text messages (SMS) to disaster affected people. What is TERA? TERA NGO Module TERA TELCO Module MNO’s PREMISES Secure Communication Based on SSL Certificates TELECOM NETWORK EXTERNAL NETWORK Translates into Lat/Long + Radius Translate into phone number list (Personnel) Translates into Cell Site List (if enabled) (Optional) Send SMS to Polygon Send To Group Send Early Warning Send SMS To Range Send SMS To Phone Number Send SMS To Cell Site NGO’s PREMISES

The Red Cross has been using this system since 2010 to deliver: Early warning text messages Alerts to make people aware of hurricanes Information on diseases Logistics coordination TERA is a successful and proven technology chosen by the Red Cross to be deployed globally. The IFRC and TERA

What is TERA used for? CAMPAIGNSASSESSMENTSEMERGENCIESPROGRAMMES Prompt warnings of floods, hurricanes, fires Information on where to find medical help, clean water, food, shelter Advice on what to do in case of an emergency Feedback showing where aid of various types is most needed Increase the efficiency of Red Cross efforts on the ground.

Evolution to Revolution

Key features Location targeted SMS GIS based user interface Automated response (incoming and outgoing messages) Take to action monitor dashboard 3rd party integration (Meteorology, seismic monitoring, radio, TV etc.) Mobility Multiple Mobile providers Reporting tool Multilingual USER FRIENDLY INTERFACE GIS INTERFACE REPORTS MULTILINGUAL MOBILITY

The subscriber handset is linked to a Cellular Tower The Telecom Operator stores: the subscriber activities geographic location of the tower the approximate location of subscribers attached to it. TERA extracts and analyzes this information onto an interactive map and allows the operator to send/receive Aid related SMS messages to a group of subscribers within a certain area How it works?

TERA needs to be deployed inside each participating mobile network. Its modules include: TERA MNO Module, which will be installed inside the mobile network. It includes an embedded SMS Gateway to communicate with the operator’s SMSC device. Data Integration Module, contains the set of tools required to extract, transform and load data to populate TERA Data structures. TERA NGO Module, an integrated portal which hosts main user interface (Interactive Map). Deployment Architecture

Partnership process The National Society (NS) will be the lead in the partnership process. The NS will assign one POC (person of contact) to coordinate all activities. The IFRC will work directly with the NS to support them through the process of deployment. Depending on the country or the situation the IFRC will partner with the relevant government agencies Partnering with the MNO is imperative for the success of the program

What we need from you Grant us access to your network. Restricted and monitored access. Under clear terms of usage. Non intrusive activity. Allow us to install the required hardware in your Data Center. The system does not require hi-end servers. Low resources consumption, it won’t drain your company resources. TERA runs over open source software (OS, AS and DB). Coordinate with our team to implement the system. The deployment can be performed on site or remotely, depending on the complexity of your network. Allow us to send SMS free of cost. Messages will be sent off peak, except in case of emergencies. Messages are also targeted to avoid “SPAM” effect.

Benefits for the MNO Make the difference by helping us save lives. Implementing TERA will provide a highly valuable donation to the aid effort. Increase the social and humanitarian responsibility of your company. There is deep satisfaction to be gained from taking part in a major project that will transform the future prospects for millions of people over the next few years. Get huge social and business benefits for little cost. It is estimated that in Haiti an investment of about $50K by the network delivered as much as $3 Million of effective benefit to the aid effort. Commercial benefits for the MNO: The operation of TERA will help you protect your own customer base and revenue stream at a time of disaster. Fewer people will suffer and the effects on survivors will be reduced, speeding their recovery and return to full economic activity and phone usage. The “feel good factor” for the operator’s staff: They realize that they are working for a company that is not simply a money making machine but which is also a positive force for good in their community. This translates into improved staff morale, retention and positive “word of mouth” within the recruitment pool.

Expand to reach 1Bn beneficiaries Support “One Billion Coalition for Resilience” Partner with governments to fund Realize interactive uses – big data Engage partner NGO Integrate smartphone, radio, TV TERA saves lives The Destination … 2016
