2 Children’s Trusts ‘The single most important change in the future must be the drawing of a clear line of accountability, from top to bottom, without doubt or ambiguity about who is responsible at every level for the well-being of vulnerable children.’ Lord Laming 2003

3 The Importance of Children’s Trusts Draft new statutory guidance:  Children’s Trust Board (CTB) become responsible for;  driving the delivery of the children’s agenda  removing the barriers to joint working  place children at the heart of all that we do by;  Places CTB on a statutory footing  Clarifies CTB roles and responsibilities  Establishes the Children and Young People’s plan (CYPP) a CTB responsibility  Prescribes what should make up a CYPP Children’s Trusts are expected to:  deliver measurable improvements for all children and young people  have in place, by 2010, consistent, high-quality arrangements to provide identification and early intervention for all children and young people who need additional help.

4 Children’s Trusts and Children’s Services Mapping (CSM) CSM provides a ‘real time’ online tool which describes the key features of a CT and how it is developing over time covering;  Integrated delivery e.g joint service provision for disabilities  Integrated processes e.g joint assessment processes such as the common assessment framework(CAF)  Integrated strategy e.g development of joint commissioning and pooled/aligned budgets  Integrated governance e.g CTB and LSCB arrangements

5 What is CSM? Internet data collection and reporting system An annual snapshot of Children’s Trust development, services provision and investment in children’s services A proactive data collection that is adjusted to cover key national priorities The questions asked are linked to current policy Voluntary exercise apart from NI51 Provides live/simultaneous reporting

6 CSM in 2002 To answer questions such as:  What is out there?  What is the impact of policy implementation?  Are services becoming more accessible?  What is spent on children’s services?  What is the skill mix in teams?  Who delivers what?  Who uses CAMHS services?

7 CSM in 2010 How are key priorities being delivered across the joint agenda? What joint commissioning arrangements are in place? How much are partners spending? Are services giving value for money? Is this the most economical way for services to be set up? Can cost efficiency be demonstrated? How can we achieve better outcomes for children ?

9 CSM components CSM includes:  Questionnaire for Children’s Trusts about their development  Classification of all children’s services, including CAMHs and child health and maternity services  Classification of the integrated children’s workforce  Template suitable for any children’s services that comes under the responsibility of Children’s Trusts

10 Integrated delivery CSM tracks changes in:  Joint/partnership provision of services  Joint funding arrangements  Joint management  Who employs the staff  Sharing of care records Integrated children’s workforce is recorded Children’s Trusts are asked to record delivery of core offers

23 Local examples of data usage Comparing skill mix across tier 4 CAMHS providers and examining their relationship to length of stay, readmissions and longer terms outcomes for adolescents Targeting NEETs issues by reviewing the inputs of services who had said they were delivering the ECM Outcome, making a positive contribution. Questioning the universal, targeted and specialist contribution made by services to support the move to early intervention and prevention Estimating the joint resource going into supporting disabled children, young people and their families Reviewing the joint costs, workforce and outcomes delivered by Children Looked After teams within a LA and across LAs Reviewing voluntary sector spending against deliverables and realigning SLAs as a result
