4 BioPreferred is a preference program that serves to increase the procurement and use of biobased products by Federal agencies. What is BioPreferred SM ?

5 Farm Security and Rural Investment Act of 2002 (FSRIA or Farm Bill), section 9002 Energy Policy Act of 2005, sections 205 and 943 FAR Proposed Rule Executive Order 13432 OMB Environmental Scorecard Program Requirements

6 All Federal agencies are required to: Establish procurement preference programs for BioPreferred designated products, Purchase designated biobased products, and Report on biobased purchases and implementation to OMB. 2002 Farm Bill

7 Energy Policy Act of 2005 FAR Proposed Rule -Revised the term “Federal Agency” to “Procuring Agency” to include contractors. -Incorporates relevant sections of 2002 Farm Bill and Energy Policy Act of 2005. -Final rule expected in June 2007.

8 -Reemphasis the preference of designated biobased products. -Mandatory implementation guidance published March 29, 2007. Executive Order 13423 OMB Environmental Stewardship Scorecard -Assesses the status of agencies implementation of Green Purchasing.

9 Establish Program Guidelines –Published January 11, 2005 Designate BioPreferred Items (or generic groupings of biobased products that receive procurement preference) Establish BioPreferred model procurement program –Published January 11, 2006 USDA’s Role
