Canada deals with the Brain Drain Canada Foundation for Innovation - provides research tools (over $4bn from the federal government, leveraged to more than $10bn) decisions made by an independent foundation Canada Research Chairs - 2000 chairs created for the year 2000. ($300m/yr) Granting Council Funds increased Canada's gross expenditure on research and development is 2.0 % of its gross domestic product These programs have had a major impact on reversing Canada's brain drain and providing benefits to Canada by empowering universities and hospitals Newly added programs, Vanier scholarships, Chairs of Excellence and post- doctoral fellowships ‘… development is a knowledge intensive activity that cannot be imposed from the outside” Calestous Juma, in Science and Innovation for Development, Conway and Waage, 2010

Proposal to the G8 – A SURGE Create and fund 1,000 chairs for African universities for 5 years Ask universities how they will Create excellence Support the Millennium Development Goals Demonstrate institutional plans and priorities in support Implement through an international foundation established for the purpose “If one is interested in agricultural growth, one should be interested in higher education. If one is interested in better health outcomes, one should be interested in higher education.” Kellogg, 2010

Attract and retain good teachers and researchers Diarra, Under Secretary-General of the UN estimates there are 30,000 PhD’s from sub-Saharan Africa outside Africa Proposal would strengthen anglophone, francophone and lusophone institutions Proposal would cross Africa’s cultural boundaries both within, and between countries Network of teachers and researchers and university presidents makes a strong base for African partnerships Steering committee appointed to guide proposal “But creating health systems, that will deliver these interventions, where and when they are needed, is a formidable challenge.” ibid

Strengthening Partnerships/ Leapfrogging A new approach proposed for G-8 action Builds African University capacity to address MDG’s Builds African university capacity to build their side of partnerships Each G-8 country can further build partnerships on this new base Opens the door for more effective south-south partnerships (within Africa and beyond) Investment required $100m/yr for 5 years Assessment and accountability built into this mechanism
