Purpose of this Webinar Note: The content included in this webinar is only intended to summarize the contents of the Request for Letters of Interest (RLOI). Any content within this presentation that appears discrepant from the language in the RLOI is superseded by the language in the RLOI. 5. 5 5 This funding is made available through the U.S. Department of Housing and Urban Development (HUD) Section 4 Capacity Building for Community Development Program. The purpose of the Section 4 Program is to enhance the technical and administrative capabilities of:  Community Development Corporations (CDCs)  Community Housing Development Organizations (CHDOs) …to carry out community development and affordable housing activities. Applicants must meet all Section 4 program requirements in addition to requirements specific to this RLOI. About the Program

6. 6 6  Applicants MUST:  Read the entire RLOI document.  Read the Attachment corresponding to the Geographic Area(s) to which the organization will be applying. *Please note, any amendments to the LOI will be posted on the Enterprise website. 10. 10  Organizations MUST submit a Cover Page and a Letter of Interest.  Organizations may ONLY submit ONE Cover Page and ONE Letter of Interest in each Geography of Interest.  Organizations may submit in multiple Geographies of Interest.  Proposed projects may fall within a single funding area or incorporate elements of multiple funding areas. 11. 11  Each LOI may propose up to two projects for funding consideration, where a project consists of a coherent set of closely interrelated activities. Examples:  Eligible - Request for predevelopment support for a project to be built in a transit corridor as defined in the program overview. (One project addressing a single funding area)  Eligible – Request for predevelopment support in the area of integrative design for a project to be built to 2015 Enterprise Green Community standards, in a transit corridor as defined in the program overview. (One project addressing two funding areas)  Eligible - Request for predevelopment support in the area of integrative design for a project to be built to 2015 Enterprise Green Community standards, in a transit corridor as defined in the program overview AND request for funding to support portfolio-wide improvements in asset management (Two projects, the first addressing two funding areas and the second addressing one funding area)  Not eligible – Request for predevelopment support for a TOD project AND request for predevelopment support in the area of integrative design for a different project AND request for funding to support portfolio-wide improvements in asset management (Three projects) About the LOI Process

12. 12 Threshold Requirement  Program activities must address the needs of low income families (defined as a single person who may be elderly, displaced, disabled, near elderly, or any other single person OR a group of persons residing together) or households (any persons occupying a housing unit) required under the Section 4 programs (low income defined as 80 % AMI or lower). Please refer to 24 CFR 5.403 for additional information. Criteria  Proposed program aligns with Enterprise Funding Priorities (35 points)  Impact (30 points)  Capacity of the applicant and relevant organizational experience (35 points) Note: Letters of Interest must score 70 pts or higher to be considered to be invited to submit a Full Application. 13. 13  Selected organizations will receive an invitation to submit a Full Application.  Organizations MUST submit a Cover Page and Letter of Interest in order to be considered to submit a Full Application. Selection Process

14. 14 Organizational Eligibility  Organization type  Community Housing Development Organizations (CHDOs);  Community Development Corporations (CDCs) as defined by the HUD Section 4 program definition;  or are organizations serving Native American Populations with a defined mission that includes affordable housing. 16. 16 Common Examples of Eligible CDC/CHDO Capacity Building Activities include:  CDC/CHDO Staff Salaries  Bookkeeping Services  Organizational Development or Program Consultants  CDC/CHDO Staff or Board Training  Computer Software/Hardware  Architectural or Engineering Services  Environmental Reviews  Other Professional Services required to plan a project Requirements of the Program

17. 17 Examples of unallowable costs include:  Expenses for new lines of business or start-up costs, including staff and consultant fees  Fundraising activities  Conference and travel costs  Entertainment costs, including food  Contingency reserves  Other costs pursuant to program or regulatory requirements Requirements of the Program

18. 18 Working with Consultants CDCs and CHDOs may use Section 4 funds to retain services of outside experts to provide capacity building services. Typical services include:  Develop and provide training.  Collect and document best practices in affordable housing and community development. *Activities cannot include fundraising or advocacy work. See Appendix D for more information on hiring consultants. Requirements of the Program

19. 19 Working with Consultants cont’d Rates consultants may be paid:  Consultants must charge rates that are consistent with rates charged on their other contracts/agreements. If indirect costs are included in the rate, the consultant must have:  Indirect Cost Rate Agreement (approved by federal government agency), or  A de minimis indirect cost rate of 10% of modified total direct costs. See Appendix D for more information on hiring consultants Requirements of the Program

20. 20 Match For every Section 4 dollar received, Enterprise must identify private match in an amount of 3:1. Enterprise is requesting Grantees assist with meeting this match requirement. Match under this program is:  Private  Verifiable from recipient’s records  Not included as contributions for any other federally-assisted project or program  Allowable under applicable cost principles Must be certified and submit backup documentation verifying receipt of match sources See Appendix C for more information on Match Match Information

21. 21 Examples of Acceptable Match  Donations from Individuals (copies of checks);  Foundation and corporate grants (copy of check or award letter);  Line of credit, to the extent funds have been drawn (copy of loan agreement AND bank statement or wire receipts); and  Other operational revenues as they relate to the grantee’s or borrowers scope of work, such as tenant rents (rent rolls that differentiate tenant portion and subsidy). Additional documentation may be required as is necessary to demonstrate to the satisfaction of Enterprise and HUD that match sources are private and relate to work plan activities.
