Yolo Bypass Salmonid Habitat Restoration & Fish Passage Environmental Impact Statement Environmental Impact Report Information Presentation to YBFEPT July 19, 2013 State of California Department of Water Resources

Presentation Overview Planning and Environmental Compliance Process Update Technical Team Updates Next Steps

EIS/EIR Schedule

Alternatives Development Process NOI & NOP Public Scoping Public Scoping Meetings Public Comments Received YBFEPT Past Meeting Material Incorporated YBFEPT Review Meeting Develop Initial Alternatives Select Analytical Tools Used for Screening Initial Assumption Development Evaluate Alternatives Select Alternatives for EIS/EIR

Technical Team Updates Technical Teams Established to : Review and recommend analytical tools Provide input on initial assumption development –Hydraulic Modeling Technical Team –Fisheries and Engineering Technical Team –Land Use and Economics Technical Team –Terrestrial Technical Team Improve coordination between related efforts

Hydraulic Modeling Technical Team Participating Agencies: –U.S. Army Corps of Engineers –Central Valley Flood Protection Board –Department of Water Resources –U.S. Fish and Wildlife Service –Reclamation –Yolo County –Consultants

Hydraulic Modeling Teams Core Hydraulic Modeling Technical Team –Perform or manage modeling efforts Hydraulic Modeling Advisory Team –Subject matter experts from multiple agencies with an interest in this in effort –Provide feedback on key decisions and review material as appropriate

Select hydraulic modelSpring 2013 Define model inputsJuly 2013 –Westside tributaries –Land use type Create Yolo Bypass base modelAugust 2013 Begin modeling alternativesAugust 2013 Share initial modeling results Fall 2013 Coordinate flood impacts analysis with DFMFall 2013 Hydraulic Modeling Milestones

Fisheries/Engineering Technical Team Fish Biologists and Fish Passage Engineers: –U.S. Army Corps of Engineers –U.S. Fish and Wildlife Service –National Marine Fisheries Service –Reclamation –Department of Water Resources –Department of Fish and Wildlife –Yolo County –Consultant Team (CFS, HDR)

Fisheries/Engineering Technical Team Tasks Evaluate fisheries impacts for floodplain restoration and passage actions. Provide input on screening criteria for alternatives. Develop conceptual ideas to be incorporated into engineering plans and provide guidance in refining designs. Document and describe assumptions of analytical tools and potential influence on results. Develop and document adaptive management strategy (including monitoring plan) for floodplain restoration and passage. Review relevant documents concerning fisheries restoration and passage.

Fisheries/Engineering Technical Team Model Entry Analytical Tools – Life Cycle Model Rearing Sac River Rearing Yolo Bypass Immigration Yolo Passage Plan Effects Modeled Demographics Emigration Timing Fish Size Seeded Abundance % Entrainment Survival Migration Rate Growth Capacity Survival % Successful Passage Seasonal Inundation Actions Seasonal Inundation Actions Fish Passage Actions Yolo Entrainment Ocean Residence

Fisheries/Engineering Technical Team Analytical Tools – Behavioral Model ELAM Model Behavior of individual fish are observed in response to various stimuli Behavior response of population is forecasted for changes in restoration actions Currently used by USACE to evaluate levee repair sites in Sacramento River

Fisheries/Engineering Technical Team Next Steps: Continue refining data sources for modeling Discussion on biological screening criteria for alternatives Consider impacts from alternative concepts received during public scoping Summer 2013 Summer & Fall 2013 Fall 2013

Land Use/Economics Technical Team Participating Agencies: –Department of Water Resources –Reclamation –Yolo County –Consultants Purpose: –Analyze economics of alternatives for EIS/EIR analysis Progress to Date: –Meeting with Yolo County & BDCP staff February 2013 –Meeting to refine modeling toolAugust 2013

Terrestrial/Survey Technical Team Participating Agencies: –Department of Water Resources –Reclamation –U.S. Army Corps of Engineers –U.S. Fish and Wildlife Service –Department of Fish and Wildlife –Yolo County –Consultants Purpose: –Review analytical tools/provide input on terrestrial analysis –Organize survey work and permitting, as needed Progress to Date: –Kick-off Meeting to review survey workAugust 2013

Next Steps Scoping Report available on project websiteJuly 2013 Reclamation and DWR to screen initial alternatives and discuss preliminary findings with YBFEPT Fall 2013 Reclamation and DWR technical updates to YBFEPTOngoing
