FY 2013 OneCPD+: Key Features TA and Capacity Building Increase capacity to successfully carry out HUD programs/policies Improve compliance with regulatory requirements Assist HUD customers to undertake affordable housing, community development and economic development Types of TA Activities: Needs Assessment Direct TA & Capacity Building Develop and maintain tools and products Develop and maintain self-directed and group learning opportunities Cross-program, place-based approach 4

Broadened NOFA to include funding from other offices at HUD besides CPD: Public Housing Multifamily Housing Housing Counseling OneCPD+ TA providers may be asked to: Provide direct technical assistance to public housing agencies Develop tools that help owners of multifamily housing understand their options for preserving or recapitalizing their properties Build the capacity of housing counseling agencies through trainings or one-on-one assistance OneCPD+ Key Features 5

OneCPD+TA Approach Awards are made through cooperative agreements Significant government involvement More flexible than a contract Fees for profit cannot be charged Demand-response system for assigning TA activities TA need is identified HUD assigns activity to a provider based on the skill set and expertise required The provider prepares a work plan for review by HUD 6

OneCPD+NOFA Overview Funding Available: $16.5 million Minimum Award: $750,000 Application Deadline: July 31, 2013 HUD recommends applicants allow sufficient time for acceptance by grants.gov Awards made under cooperative agreements (not contracts) Multiple awards will be made 7

OneCPD+ NOFA: General Section FY 2013 Notice of Funding Availability (NOFA) Policy Requirements and General Section to HUD’s FY2013 NOFAs for Discretionary Programs FY 2013 Notice of Funding Availability (NOFA) Policy Requirements and General Section to HUD’s FY2013 NOFAs for Discretionary Programs Each applicant must review the section and determine which criterion is applicable to them and submit documentation accordingly. Threshold requirements contained in the General Section must be adhered to by all applicants unless otherwise stated in the individual program NOFAs. For a complete list of criteria, please review the General Section or contact HUD at the email address provided at the end of the presentation. 8

Q&A: Eligibility Can an organization apply as both an applicant and a subcontractor? Can a subcontractor be a subcontractor to more than one firm? Are state housing agencies or state mortgage agencies eligible to apply? 10

Q&A: Organizational Capacity and Key Personnel Are we limited to describing 25 key personnel? Can we include a matrix in a supplemental section that lists additional staff, subcontractors and consultants, and their experience? The NOFA indicates that we are to list individuals with who we have existing agreements. Do we need to include agreements or signature pages in the application? 11

Q&A: Organizational Capacity and Key Personnel Can an applicant specify which geographic area they would prefer to work in? Should an applicant specify which subject areas or programs they prefer to work on? 12

Q&A: Organizational Capacity and Key Personnel The NOFA indicates that awards tasked to provide technical assistance or capacity building to HOME and/or CHDO grantees must have at least one certified Home Program Specialist, who passed the Regulations Training exam with a score of 80 or higher. Are all applicants expected to list a certified HOME Specialist on the list of 25 key personnel? The NOFA says that we should describe two recent engagements conducting technical assistance and capacity building activities. Which type should we describe? 13

Q&A: Soundness of Approach (Budget) Does an application for this NOFA consist of a fully realized project/proposal with a budget of at least $750,000? Why should the budget only include stagnant or non-changing costs? 14

Q&A: Soundness of Approach (Budget) Can a fee or profit for applicants be included in the budget? The SF424 CBW was not required last year. If we only have to provide information on costs that don’t change (page 21), what should we complete in the SF424 CBW? 15

Q&A: Soundness of Approach (Scenario) Scenario 2 on page 18 of the NOFA provides numbers for the County’s Point-in-Time that do not add up correctly. Please clarify whether this is a typographical error. Can applicants respond to more than one scenario? 16
