11 SANS 1544: Energy Performance Certificates for Buildings Existing buildings which have been in operation to meet a particular need for a period of 2 years or longer, and which have not been subject to a major renovation or change of occupancy within the year prior to the assessment period Valid for five years Measured energy consumption: –including fittings –but 10400XA excludes appliances, etc.

13 Energy Performance Certificates Energy Performance Certificates (EPCs) are used extensively around the world as a mechanism: –to focus on energy efficiency –to benchmark the energy performance of a building against industry benchmarks or national norms –for establishing a register of information on energy performance of buildings, which can be used: to support policy development by government support retro-fitting programmes by building owners and operators

14 European Directive 2002/91/EC 2010/91/EU Member States shall take measures to ensure that for buildings with a total useful floor area over 1 000 m 2 occupied by public authorities and by institutions providing public services... an energy certificate … is placed in a prominent place clearly visible to the public The energy performance certificate for buildings shall include reference values such as current legal standards and benchmarks in order to make it possible for consumers to compare and assess the energy performance of the building

20 Commercial Buildings; Goal 5 (Draft) Goal (Draft): A 37% reduction in the specific energy consumption (measured as GJ annual energy consumption per m2 of lettable / habitable floor area) by 2030 relative to a 2015 baseline How will we get to our goal: –Successively tightening building standards for new buildings –Establishing a financing mechanism that will improve the business case for more extensive retrofits Actions: –C1: Introduction of mandatory EPC certificates in all rented properties and publicly accessible buildings –C2: Revision of 12L to ensure it provides an incentive to commercial property owners –C3: Tax incentive for ‘deeper’ energy efficiency retrofits provided on an escalating scale

24 Energy Performance Certificates (EPCs): –Guidelines and minimum standards will be developed for leasing of buildings by Departments of Public Works in line with the measured energy performance as recorded in EPCs –Guidelines and minimum standards will be developed for prioritising and for retrofitting of buildings owned by Departments of Public Works in line with the measured energ performance as recorded in EPCs National Building Regulations; SANS 10400X: –DPW will develop and communicate a clear medium-term vision for energy efficiency within public buildings, and will facilitate a clear plan to incrementally ramp-up energy efficiency in SANS 10400XA
