Highways North Yorkshire Recycling Centres Location Present Position BenefitsRemarks Towton (South) Crush and screen January 2008. 1,000 tonnes Type 1. 1,000 tonnes single size capping material. 3,000 tonnes Class 1 fill. 500 tonnes Type 1 utilised in footways, Springfield Road, Sherburn in Elmet. 400 tonnes Type 1 sub- base used at Leeds Road, Tadcaster. Materials produced at a rate below third party rates for primary source materials. Large quantities of soft (Class 1 fill) produced. Blackman Plantation (North) Stockpiling to commence 2009. Looking to undertake a crush in late 2009. Past programmes have identified that sub-bases will be required in the vicinity of this location. Due to limited space only hard materials to be stockpiled. Wombleton Significant quantities of materials in store which could be crushed. Past programmes have identified that sub-bases will be required in the vicinity of this location. Planning approval unsuccessful, one-off crush and screen being considered for materials stored there.

Highways North Yorkshire Recycling Centres Location Present Position BenefitsRemarks Third Party Site (Malton) Schemes under construction at present using recycled material from Whitewall Quarry (Malton) 350 tonnes Type 1 sub- base supplied and combined with 350 tonnes hNY planings, Sands Lane, Wintringham. Excavated material being recycled at Whitewall into materials as per Towton. 1400 No concrete and steel columns have been recycled in 2008 across North Yorkshire. West of County Feasibility study with Tarmac commencing first quarter 2009 Past programmes have identified that sub-bases will be required in the vicinity of this location. Skipton Rock Quarry identified as prospective site. Third parties being utilised in short term.

Innovations and Developments in 2008 TTSOSC - Recommendations Recommendation 1 That the Innovations Group of Highways North Yorkshire present technical reports on an annual basis to the Transport and Telecommunications Overview and Scrutiny Committee Recommendation 2 That the feasibility of utilising Incinerator Bottom Ash Aggregate (IBAA) as an aggregate for use in highway works be looked into by the County Council Recommendation 3 The Transport and Telecommunications Overview and Scrutiny Committee to monitor performance indicators specifically associated with re-use and recycling Recommendation 4 The Transport and Telecommunications Overview and Scrutiny Committee to monitor performance indicators specifically associated with re-use and recycling: % of recycled materials used in highways maintenance % of Highway waste disposal to landfill Recommendation 5 That there is a clear commitment from the County Council to maximise (subject to economic assessment) recycled content in highway works.

BBIS working with supply chain to develop monitoring of products purchased. 1,200 tonnes of Slag, 1,000 tonnes sub-base. 4, 5 Increase awareness of current Design Guides and Specifications Utilisation of recycled crushed concrete as sub base and road planings as sub base. All tested and approved for re-use. hNY partners working on an update of NYCC Construction Manual. Site Waste Management Plans (SWMP) will be utilised in the future on significant works to improve waste streams. SWMP already completed for Surface Dressing 2008/09.

hNY Sustainability Cement Stabilised Pavements Area 6B6451 Menwith Hill 660 m 2 Area 7B1222 Newthorpe7,000 m 2 Area 2A19 Thircon R/B to 2,300 m 2 Mile House______ Total9,960m 2 This in-situ recycling process has reduced potential hNY tipping by approximately 21,900 tonnes. With a standard fleet of 10t lorries this equates to 2,190 loads. Assuming an average journey of 12km per load one way, transport time and fuel is reduced by 52,560 lorry kilometres.
