2 Port of Bellingham Briefing Master Plan Update Goals  Develop BLI in a manner that continues to provide for the transportation needs of the region.  Develop all facilities in compliance with FAA safety and design criteria.  Assure that the airport continues to contribute to the economic vitality of the region.  Develop the airport in a manner that is balanced with community needs.

7 Port of Bellingham Briefing Facility Requirements - Goals  Comply with FAA safety and design criteria.  Match future development to increased demand levels.  Foster sustainable development decisions.  Solve short-term issues with a long-term view.  Make decisions that balance the needs of the travelling public and the community.  Continue to meet the Port mission and responsibilities.

8 Port of Bellingham Briefing Facility Requirements - Methodology  Maximize the use of existing facilities.  Compare current capacity with future demand levels – identify capacity/service level shortfalls.  Consider updated design, safety and security requirements.  Identify actions needed to achieve strategic vision.

9 Port of Bellingham Briefing The Airfield Requirements  The runway is sufficient for current needs.  Airfield capacity is not an issue.  Some taxiway realignments are required to improve safety.  A relocation or increase in the height of of the Air Traffic Control Tower (ATCT) must be considered.  Installation of Airport Surveillance (ASR) should be pursued.  A jet engine run-up area needs to be designated.  A helicopter landing area needs to be designated to control traffic.

12 Port of Bellingham Briefing Terminal Requirements  Maximize the use of the new terminal.  Provide common use facilities where possible.  Schedule flights during off-peak periods.  Monitor activity and service levels.  Passenger terminal expansion will likely be needed prior to 2028.  Annual capacity = 800,000 annual passengers which is projected by 2028.  Hourly capacity = 900 to 1,000 peak hour passengers which is predicted before 2035.

14 Port of Bellingham Briefing Terminal Requirements  Add six new aircraft gates and expand the terminal building by 2028.  Terminal apron taxilane improvements  Remain Over Night (RON) parking spaces (2 immediately, 7 total by 2031).  Terminal support facilities need to be located near the terminal. These include;  Auto parking.  Ground Service Equipment (GSE) storage.  De-icing storage and application areas.  Waste disposal.

16 Port of Bellingham Briefing Proposed Terminal Expansion Requires  Evaluation of relocation increased height of ATCT.  Relocation of General Aviation (GA) hangars and tie- downs.  Relocation of the GA terminal and FIS facility.

17 Port of Bellingham Briefing General Aviation Requirements  Develop new GA facilities in accordance with FAA design guidance (current hangar layout does not meet current FAA design requirements).  Replace the GA terminal.  Relocate the GA customs facility.  Relocate FBO facilities (build new hangars).  Additional land is required for GA development.

20 Port of Bellingham Briefing Defining The Current Noise Environment  Working with FAA to develop noise contours to better define impacts.  Using the DNL metric to define impacts.  The noise contours are being developed using the INM computer analysis tool - the only measurement accepted by FAA for airport projects.  The INM measures noise using the DNL metric.  Conduct a "windshield survey" to count the number of homes that may be impacted by noise levels exceeding DNL 65 – the FAA recognized threshold of impact.

23 Port of Bellingham Briefing What We’ve Heard  Growth in commercial activity has negatively impacted those living in the flight path.  Many residents are pleased with the additional service.  Airport growth serves about 52% non-local residents.  Recent development has brought financial and social risks.  The aircraft being used are among the loudest.
