Leaders worried how are we going to keep the states united???? Who’s in charge? How will we make money? How will we defend ourselves?

The country’s 1 st set of laws – government called a confederation Basically the pre- constitution Written by same Continental Congress that wrote the Dec. of Ind. In 1776 March 1, 1781 - 1789

Why included? ◦ Worried about being controlled by another king Problems? ◦ Lack of leadership from central government ◦ No clear cut leader

Congress did NOT have the power to tax, it could only request taxes from the states Why included? ◦ Taxes were unfair under British rule Problems? ◦ Federal government didn’t have the money to operate effectively
