The Youth at-risk Advancement Department is a "safety net" spread out in the local authorities and its aim is to locate, identify and treat youths aged 14 – 18, who have dropped out of the formal educational frameworks (overt dropout), or who have difficulty functioning and adapting to the formal educational framework (hidden dropout).

The Target Population includes : A. Youths who have dropped out of the education system ("overt dropout") – youths that neither work nor study, those who only work, juveniles who are detained or imprisoned, youths in protective custody and vagrant juveniles who are inclined to take part in antisocial and criminal activity. (Unattached Youth) B. Youths at risk within the education system (hidden dropout") – youths who are characterized by high mobility between educational frameworks, studying in "low-grade" special frameworks, who are defined as disassociated and with having adjustment problems, low grades, frequent absenteeism from school and are inclined to hazardous behavior. (Youth at Risk)

The “Hilla” Program “Hilla” National Program for Second Chance Studies to Youth that Drop Out from schools. a Program that enables dropout youth to complete their education in different courses (personal or group courses) towards a certified certificate. The program aims towards youth from different cultural background :Jewish, moslems,Christians, Druses and Beduim. There are different educational streams which are tailored to the youth according to their needs and abilities, which are accompanied by special social- educational therapy activities and programs.

The Program’s Objectives The main objectives of the program are : Basic literacy School reintegration Completion of 8 th, 9 th, 10 th years Certificate. 11 th -12 th educational certificate Matriculation (external) “Bagrut Exams” Social skills, jobs skills, psychological skills. Courses & workshops of Leadership. community Volunteering activities.

Methodological Principles Building a personal plan and a personal schedule for each student individually. Credibleness in the youth and his potential “the Pygmalion effect“. Study program based on “challenges”. Accelerating teaching. All the time “jumping on the gap”. Succes in the learning. Learning “school” culture (cultural capital). Learning social skills. Learning in little group study.

A) 8 Years Educational Certificate 2 obligatory Subject:1/Language(Hebrew/Arabic).2/ math B) 10 Years Educational Certificate 3 obligatory Subjects : 1/ Language (Hebrew/Arabic) 2/ Math. 3/ citizenship.4/ 2-4 Optional Subjects : Biology, Geography, History, Science, Career Preparation, Heritage, Personal Work, Bible, etc… C ) 11-12 Years Educational Certificate 4 Compulsory Subjects : 1/ 1st Language (Hebrew/Arabic), 2/ 2nd Language (English/ Hebrew. 3/ Math. 4/ Citizenship. 5/ 3-6 Optional Subjects Total of at least 10 Units

“HILLA” PROGRAM in numbers: In 2013 they were 6.500 youth in the program. From them : 400 youth in prisons and correctional institutes. 194 learning centers (branches). 1.400 teachers. 50 supervisors ( 30 pedagogical, 20 social- pedagogic workers) Population: jews born in Israel (65%); arabs (20%); immigrants (15%); refugees and others.

The percentage of perseverance is - 87%. The percentage of succeeds in all the courses is - 65%. There is an increase of youth who study towards the highest courses, 11, 12 year and matriculation certificate exams studies - 45%. Main Achievements (2013)
