1 BME Elder Housing Self- Assessment/Audit Tool Philip Brown Salford Housing & Urban Studies Unit Presentation for the London & SE Regional Housing LIN Meeting 11 th October 2005

2 Audit Tool Background HOPDEV established by the ODPM and the DoH. BME Subgroup of HOPDEV identified a need to tackle the, often, adverse housing experiences of BME elders. Salford Housing & Urban Studies Unit commissioned by HOPDEV to develop a tool to raise awareness of BME elders issues.

3 Who is the Audit Tool for? Those organisations whose work impacts upon the housing and related needs of BME elders, such as: Housing providers with large/small BME client bases Generalist & specialist housing providers Housing commissioners Local Authority Supporting People teams Housing and housing related support regulators and inspectors Older people from BME groups And –any other organisation whose work impacts upon BME elders and their housing and related needs.

4 Why is the tool necessary? Lack of knowledge and awareness about housing and related needs of BME older people. No comprehensive practitioner based source on ‘Good Practice’ concerning BME elders and housing & support needs The need to monitor and evaluate service provision. Providing opportunities for improvement

5 What will be its main features? Driven by 4 themes: - Raising awareness - Developing and disseminating good practice - Monitoring - Continuous improvement Design - Not a checklist - Not quantifiable in terms of scores - Action plan format

6 Process of Development Review and compilation of existing knowledge/research base. Liaison with Housing Corp & Audit Commission. ‘Testing & Tweaking’ – National consultation including; housing providers, housing commissioners and housing regulators. Production and launch of Audit Tool

7 Format of tool Paper based initially Future development to enhance flexibility and take-up - CD-ROM application? - Web-based?

8 Timescales for development August – Oct: Development of draft tool Oct – early Dec: Consultations Nov – early Dec: Refinement of tool Dec – Jan: Production of final audit tool Jan: Production of leaflet for tool Mar 2006: Conference for audit tool launch
