GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS The Republic of Georgia has been a party to the Vienna Convention for the Protection of the Ozone Layer and to the Montreal Protocol on Substances that Deplete the Ozone Layer since 21 March 1996. Georgian Parliament has also ratified the amendments to the Montreal Protocol: the London Amendment, the Copenhagen Amendment and the Montreal Amendment on 14 June of 2000 (N376-IIs, N377-IIs and #378-IIs.).

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS UNDP Project GEO/REF/23/TAS/04 Implementation of a national programme for recovery and recycling of refrigerant 1999-2000 REFRIGERANT MANAGEMENT PLAN for Georgia was approved at the XXIII Meeting of the Executive Committee. It included:

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS The Programme was designed to set up a comprehensive network for recovery and recycling of refrigerants in the refrigeration and air conditioning sectors.

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS Two Recycling Centers has been created, one has been sited in Tbilisi and the other in Kutaisi (West Georgia)

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS The equipment of RTI Technologies for this project were procured by UNOPS Among the others the equipment included: Recycling (750-SP1) and recovery (TX-200) machines; Vacuum pumps; Leak detectors; Refrigerant recovery cylinders and bags; Identifier Kit of tools and etc.

Two training workshops were completed in Tbilisi and Kutaisi.

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS In total, 90 refrigeration technicians and instructors attended the workshops. These seminars included both theoretical and practical parts and emphasized on the good practice and safety in the handling of refrigerants during the installation, servicing and dismantlement of refrigeration and air conditioning equipment.

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS The hand over of equipment to the enterprises, selected by the NOU, was conducted directly after the training. 60 sets of recovery equipment were distributed to refrigeration technicians. Training seminars were held for refrigeration technicians to familiarize them with the National Recovery and Recycling Programme.

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS During one year from the moment of distribution of the equipment permanent monitoring of CFC recovering and recycling was conducted. Three sources of the data were used for monitoring. They were the database journals of the Recycling centers, the technicians, who had received the equipment, were obliged to represent the diaries about recovered ODS to the NOU, data collected by the national consultant. For analysis of the collected data several meetings took place in Tbilisi and Kutaisi in July and in November 1999

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS According official data by the end of 1999 the amount of recovered and recycled CFC was 450kg in Tbilisi district 50kg in Kutaisi district By the national consultant’s estimation approximately twice more CFC12 was recovered and used without recycling or stored

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS Benefits and disadvantages of the National Programme for Recovery & Recycling of Refrigerant Benefits: Existence of possibility for refrigerant recovery and recycling; Initiation of training in Good Practices to reduce the CFC demand through introduction of proper methods for leak reduction and recovery; Reduction of refrigerant emissions to the atmosphere; Decrease in the dependency on newly manufactured refrigerant;

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS Disadvantages: There was no adequate instrument for analysing recycled refrigerants, therefore, there was no credibility for recycled CFCs; There was no financing mechanism established and low price of virgin CFC12 decreased economic incentives to recover the refrigerant; Recycling machines were designed for CFC12 only;

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS By then quantity of recycled refrigerant was 4.5 tonne. The most of the quantity - 3357 kg was recovered during implementation of Incentive Programme for the End-Users in the commercial/industrial Refrigeration and Refrigeration Transport sub- sector In 2007 there was recycled 0.8 tonne of CFC12 only

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS After implementation of Halon Banking Management Programme in 2007 the function of RRRC Ltd has extended through installation of Halon Reclamation and Banking Facility and on site training of operators

GEORGIA RECOVERY&RECYCLING SYSTEM FOR REFRIGERANTS To increase the amount of CFC collected and establishment of a reclamation capability a project of upgrade infrastructure to reuse ODS has been included in Terminal Phase-out Management Plan (TPMP) Within the framework of the project necessary reclaim equipment such as a reclaim machine, a Gas Chromatograph, a moisture meter, basic equipment and etc. has been provided

Now the GRRRC Ltd plays an important role in introducing Good Practice and demonstrating the use of R&R&R equipment to the service market
