Requirement: Replacement of the SCANTS Maritime Bridge Simulators at USCGA The Ship Control and Navigation Training System (SCANTS) located at the Coast Guard Academy is approaching 30 years of age. SCANTS is the Coast Guard's primary shipboard navigation simulator. On average, SCANTS is utilized to provide approximately 3,000 hours of training to Coast Guard Academy cadets, Command & Operations School students, OCS, NOAA Basic Officer Training Course, and cutter crews Contract Scope To replace the current SCANTS Simulators and provide Support Services for the new simulators. Operational since 2003, BARD is a repository for boating accident report data for 56 state and territorial reporting authorities. USCG requires an information technology system that provides the capability for states and territories to enter boating accident reports either through an input form or through a data transfer from another system. USCG Technical POC – Kimberly Forbes (NMC-43) Requirement: Records Management for the Mariner Credentialing Program Contract Scope: Technical and administrative support services for the Mariner Credentialing Program (MCP). Program Overview Multiple Major System Programs within CG-93 have a requirement for program support services*: CG-9321 National Security Cutter (NSC) Program The NSC is the largest and most technically advanced class of cutter in the Coast Guard, with capabilities for maritime homeland security, law enforcement and national defense missions. “Legend” Cutter Class: Maritime Security Cutter Large (WMSL) NSCs 1-8 are on contract with Huntington Ingalls, Inc (HII) and NSC 9 is funded CG-9326 Polar Icebreaker Program Coast Guard has initiated a program to acquire a heavy icebreaker. Polar icebreakers are multi-mission vessels which enable to U.S. to conduct 9 of 11 statutory missions (Ice Operations (IO), Defense Readiness (DR), Aids to Navigation (AtoN), Living Marine Resources (LMR), Marine Safety (MS), Other Law Enforcement (OLE), Marine Environmental Protection (MEP), Ports, Waterways, & Coastal Security (PWCS), Search and Rescue (SAR)) Polar icebreakers enable the U.S. to: maintain defense readiness in the Arctic and Antarctic regions; enforce treaties and other laws; provide logistical support – including vessel escort *potential to include CG-9322 Offshore Patrol Cutter (OPC) Program 2 May 2016

Program Overview CG-932, the Office of Surface Acquisitions’ mission is to deliver operationally effective and suitable surface assets and logistics capabilities to execute the full range of Coast Guard Missions CG-459, Ship Design Management Division, provides Engineering Technical Authority (ETA) representation for surface asset acquisitions by owning the integration management and total ship systems engineering management during the acquisition process for surface assets. USCG Technical POC: CDR Eric Drey Requirement: Automatic Dependent Surveillance-Broadcast (ADS-B) Contract Scope: Requirement to modify/replace current avionics equipment in order to become ADS-B Out compliant with Federal Aviation Administration (FAA) requirements. Title 14 CFR mandates ADS-B Out compliance by 01 January 2020 in order for aircrafts to operate in FAA Class A, B, C and E airspace. ADS-B Out systems must be integrated onto USCG fixed and rotary wing aircraft. This requirement seeks qualified contractors to provide design, integration, test services, production capabilities, installation and support services to support approximately (102) MH-65D/Es, (45) MH-60Ts, (5) HC-130Hs, (22) HC-130Js, (18) HC-144s, and (14) HC-27Js.
