Land Use and Spatial Planning in Biodiversity 2020 Strategy EIONET Interest Group on Land Use and Spatial Planning 19-20 Sep. 2012 Markus Erhard, European Environment Agency (EEA)

Ecosystem Assessment in Biodiversity Strategy 2020 Action 5 under target 2 of the Biodiversity trategy to 2020: ”Member States, with the assistance of the Commission, will map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020.”
3
Target 2 Work Flow Policy tools Action 6a Restoration prioritisation framework (by 2014) Knowledge-base Baseline Target 2 By 2020, ecosystems and their services are maintained and enhanced by establishing green infrastructure and restoring at least 15% of degraded eco. Policy initiatives Target 1 Nature legislation Target 3 Agriculture and forests Target 4 Sustainable fisheries Target 5 Invasive alien species Other EU legislation, WFD, MSFD… Action 5 - Mapping & assessment of ecosystems and services (by 2014) - Economic value assessment and integration into accounting and reporting systems(by 2020) Action 7a Biodiversity proofing methodology (by 2014) Strat. approach to compensation Maintenance of eco. services Action 7b No Net Loss initiative (by 2015) Action 6b Green Infrastructure Strategy (by 2012) Courtesy: DG-ENV
4
Four steps for implementation I.Biophysical baseline mapping and assessment of the state of major ecosystems; II.Biophysical baseline mapping and assessment of defined ecosystem services; III.Alignment of ecosystem service assessments with scenarios of future changes; IV.Valuation of ecosystem services for baseline and contrasting scenarios and integration into environmental and economic accounting (post 2014).

Matrix approach: streamline information from reported data / information and on-going ecosystem assessment work Terrestrial (e.g. agro- ecosystems, forests, semi-natural lands) Freshwater (e.g. rivers and lakes, wetlands) Marine (including EEZs and DOMs) Atmosphere Provisioning Nutrition Materials Energy Regulating Wastes Flow regulation Physical environment Biotic environment Cultural Symbolic Intellectual and experiential Conservation
