2 PURPOSE To present a progress report on efforts to restore and improve Heritage Park. To review M&C C-23463, accepting grants from the Burnett Foundation to relocate the Charles Tandy sculpture from Paddock Park to the TCU campus. To answer questions.

6 HISTORY 1960sU.S. Army Corps of Engineers announces flood control project for Trinity River in Fort Worth. 1969Concerned citizens invite Lawrence Halprin to visit Fort Worth. May 12, 1969City Council establishes Streams and Valleys Committee to develop an overall plan to preserve and protect the City’s waterways. 1970-71Lawrence Halprin & Associates submits Trinity River and Downtown reports to City. Early 1970sProject partners acquire land for Heritage Park and Paddock Park. Mid 1970sCarter and Burgess designs Heritage Plaza.

7 HISTORY 1976Lawrence Halprin prepares alternative design for Heritage Plaza. July 4, 1976 City officials dedicate site as Fort Worth’s contribution to the Bicentennial of the United States. 1976-80Plaza constructed and passes final inspection. 2007Heritage Park closed to the public. February 2009Amon G. Carter Foundation agrees to fund design effort.

Improve Paddock Park as the “gateway to the park and river.” Develop Heritage Plaza as an important destination within the area. Create an “active” riverfront destination. Preserve the integrity of Lawrence Halprin’s design for Heritage Plaza.

19 2007 Downtown Fort Worth, Inc’s. Downtown Public Art Plan recommends relocation of the sculpture to an appropriate site with better pedestrian access. 2008Burnett Foundation and Texas Christian University discuss relocating the sculpture to Tandy Hall (Tandy School of Business). Fort Worth Art Commission holds two public hearings on proposed relocation to TCU with the City of Fort Worth retaining ownership. Parks and Community Services Advisory Board and Fort Worth Art Commission recommend relocation to TCU. Burnett Foundation pledges relocation funds. 2009City negotiates long term artwork loan and easement agreement. Burnett Foundation pledges to fund three years of maintenance. Unified Art Services selected as art handler. RELOCATION PROCESS

20 M&C C-23463 Accept a $30,000 grant from the Burnett Foundation for all costs associated with relocating the sculpture. Accept a $3,000 grant from the Burnett Foundation for maintenance of the sculpture for three years. Enter into an Artwork Loan Agreement with Texas Christian University. Authorize a contract in an amount of $30,000 with Unified Art Services to relocate the sculpture. REQUESTED ACTION
