1 UNCLASSIFIED NGB Joint Psychological Health Update Building a Reserve Component PH partnership –Aligned for DoD PH Council Research: RAND Brief, NG and RC PH “Foundation for Future” State Visits by TAG invitation –HHS/SAMHSA + Regional Administrator (discretionary grant $$ to states) O/C with State MH Commissioner(s) Develop a comprehensive “placemat” for CNGB, DARNG, DANG (includes NGB J1 programs) 1

2 UNCLASSIFIED NOV 2009: CNGB signed MOU with HHS, Substance Abuse and Mental Health Services Administration (SAMHSA) –Regular communication, coordination and information exchange with SAMHSA leaders to support National Guard equities SAMHSA awards approximately $3B in mental health, substance abuse, and jail diversion grants to states. –Outreach Goal: Better coordination for Guard Member access to mental health services and substance abuse treatment through existing SAMHSA grants to states. “Citizen-Soldiers/Citizen Airmen” –SAMHSA grant recipients must adhere to federal quality assurance measures and provide utilization data reports Aligns with Executive Order #13625, “Improving Access to Mental Health Services…”, DoD Interagency Task Force Recommendations (DoD/HHS and VA) and Cross-Agency Priority Goals With TAG concurrence/invitation, 2 day visits as requested by state: –External- State Mental Health Commissioner(s), and State Department of Veterans Affairs Commissioner(s) to promote Guard equities; visits include State Guard POC/SME. –Internal- State ARNG/ANG POCs with psych health counselors to review internal service delivery, build state-wide processes, data capture for TAG mental health status of the Force. –STAR Behavioral Health Provider Networks: IN, CA, MI, GA, SC, OH, and NY –Out-brief to TAG 2 NGB Psychological Health Outreach
