Welcome to NSOF FAR Subpart 15.201 - Exchanges with industry before receipt of proposals This is a Industry Day/Pre-Proposal Conference to exchange information among all interested parties. Interested parties include potential Offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of the subject acquisition. 3

Background of NOAA EMOSS Current contract support - Engineering and Missions Operations Support Services Professional Engineering Services Current Vendor: AS&D, Subsidary of ASRC Federal Services: satellite engineering: real-time ops, anomaly support, ground systems engineering engineering configuration management Support for current and future operational environmental satellite constellations. International mission support Intra-government agency satellite missions Satellite Operations Controller during surge 6

EMOSS’ Past Engineering and Missions Operations Support Services Contract started with EMOSS-I in 1998 Prior support was with Lockheed –Martin EMOSS-II: 2004-2009 EMOSS-III: CPAF, Start 7/1/2009 – 11/30/14 (with 6mos extension). Realignment of period of performance. EMOSS-IV: CPFF 11/30/14 – 12/1/15 EMOSS-V – estimated award date Dec 2015 Major Change over Previous Contract: Surge support for contract for satellite controller Transition period is 6 weeks following the base year. 7

Ground Rules 1 of 2 Submit all questions in writing after RFP release; Verbal answers will be provided during the session to the extent practicable; Information protected from disclosure shall not be disclosed (Ref. FAR 3.104-4); and, Any changes to the Solicitation shall issue via an amendment to the Solicitation and be published on FBO.gov 10

Ground Rules 2 of 2 Do not contact the technical team, NOAA Management or the COR Refrain calling the technical team regarding the solicitation All questions or concerns should be addressed to the CO or the CS listed in the FBO announcement Utilize the form for request for clarification (to be posted with the solicitation) 11

Introduction of Technical Team Western Acquisition Team Constellation Team Leads: Lead real time, off line activities, develop Ops Procedures, provide guidance and technical direction to the operations crews, lead spacecraft and ground system engineering analysis and provide technical guidance to support contractors on EMOSS. COR: Functions a field extension of the CO. Interacts with the CO to provide technical direction and leadership to contractor, communicates regularly with Contracting Officer/Specialist on contract related activities, manage funding, verify invoices, track spending, procure funds. Meets regularly with the PM to discuss contract status: spending, technical issues, performance concerns and address issues at a working level. 12
