8 Why GRAS? New ICAO approved approach minima (APV) means Australia and other States need to make a decision on the way ahead. WAAS moved its footprint over the Pacific 35° further east in July 2007 MSAS has one orbital determination/monitoring station in Australia at Uriarra near Canberra. MSAS Service Volume does not reach Australia. GAGAN does not cover all of Australia Sovereignty Issues
