Green Deal Skills Alliance Three Sector Skills Councils (SSCs) working together to support the growth of skills capacity the Green Deal: Asset Skills – Green Deal Energy Advice. ConstructionSkills – Green Deal Installers, covering insulation and building fabric. SummitSkills – Green Deal Installers, covering environmental technologies and building engineering services.

The Carbon Plan The Climate Change Act 2008 requires Government to reduce greenhouse gas emissions by: cutting emissions by at least 34% by 2020 and 80% by 2050 – below the 1990 baseline ; setting and meeting five-yearly carbon budgets for the UK during that period (set three budget periods ahead)

The Energy Act 2011 Green Deal new financing framework to enable the provision of fixed improvements to the energy efficiency of households and non-domestic properties funded by a charge on energy bills that avoids the need for consumers to pay upfront costs Energy Company Obligation replaces the existing Carbon Emissions Reduction Target (CERT) and the Community Energy Saving Programme (CESP), which will both expire in 2012

Energy Company Obligation(ECO) Designed to support Green Deal for households which are: Hard to treat (solid walls) Low income households o £1.3bn per year to March 2015

How can installers comply? Only installers authorised and certified under a new Green Deal standard will be able to undertake the work. The PAS 2030 standard will be implemented through certification bodies, using existing structures Installers will need to: Carry the Green Deal Mark; Take full responsibility for quality; and Comply with the requirements set out in the Green Deal Code of Practice.

Common Minimum Technical Competencies (CMTC) are used by the Competent Persons Scheme Operators (CPSOs), DCLG etc. as a minimum ‘level’ when CPSOs measure competency for GD they will look for all of the technical competencies to be covered across the entity or individual holding a route technical competency you will still need to cover the non-technical (by annex) section of the PAS 2030 (if appropriate) http://cutcarbon.info/green_deal_cmtc

Installer Skills Needs for Green Deal up-skilling the workforce in readiness for the Green Deal - enhancement of existing skills.
