Idea came to my mind because I belong to Training &Research wing of a Federal organization and I have concern for it. Programs/projects are created but without evaluation. Aim was to study public management and training system prevalent in public organizations of Pakistan. Public organizations spend a lot on customized training programs but performance standards are declining. Eventually these organizations need to know the pay off in form of training effectiveness. These organizations need a program evaluation mechanism or tool to measure the effectiveness of training. 3

In the awake of gap between actual and desired performance detected in Pos, the objectives are: to review the management current style, strategy and attitude and training activities in Public sector to evaluate the training phenomena in the light of advance knowledge available in this field with the view to pinpoint deficiencies and shortcomings. 4

Training has been cited as one of the most important support functions. Programs/projects are created but without evaluation. PS experts argue that government employees need to learn training concepts and techniques. It is widely recognized that current levels of training and program evaluation scenario in PS are not sufficient enough to bring desired results. 5

The study was correlation cross sectional to determine the impact of IV on DV. in non-contrived natural environment using nominal data. Sample size was 230 civil servants from ten public organizations. Response rate was 81%. Simple random sampling plan was adopted for data collection through survey. The time of dimension was during and after the training session. Length and breadth of the study was statistical. Reaction level 1 of Kirkpatrick model of training evaluation was tested. Since the study was to find correlation, Regression/canonical analysis and descriptive statistics were applied to analyzing data numerically. 6

Canonical correlation analysis was applied to determine the correlation between set of Management support variables with set of Training effectiveness. Canonical R value emerged as.9769177 Chi- Square value as 1480.113 with df= (85) p value responded at 0.000. No of valid cases were 230. 7

This study proves that results pertaining to a training data are measurable. Multivariate statistical analysis was found as a useful tool to determine correlation between IV and DV. The investigation reveals a need to reinforce the training mechanism and its evaluation in public organizations of Pakistan. The study confirmed that Kirkpatrick/CIPP models do not work in the way its creator’s desire. Public sector has the historic opportunity to take a leadership role in this area of training evaluation. 8

Policy framers and management should extend fullest support to build a culture of performance and thereby contribute significantly to the development of a world class training system in Pakistan. 9
