13 13 MINSTERS 10 KEY POINTS Nation Building and Social Cohesion –The NFVF funds the development and production of films of historical significance: A call has been issued to fund films that will mark the 40th anniversary of the Soweto Uprising and the 60th anniversary of the Women’s march Focus on Africa –The NFVF has signed MoU’s with Kenya, and Algeria that seek to foster productions across the continent –The NFVF will attend various African markets (Abidjan, Lagos, Ouagadougou) in a bid to seek new territories for South African content –The NFVF funds films that are about the continent (e.g. Egypt’s modern Pharaohs‘, Wizard of Zim, Sound of Masks) 13

14 14 MINISTERS 10 KEY POINTS continues… Liberation Heritage Route –Funding of stories that promote our heritage (eg, Spirit of the Karoo, District Six: Rising from the Dust, Here Lay the Last Coloured King) Promotion of languages –Implementation of NFVF language policy –Funding of indigenous language films Arts and Cultural Development (Mzansi Economy) –Fund 4 slate/enterprise development projects per annum as a means of creating sustainable jobs and businesses within the film industry –Fund 66 projects in development and 38 in production 14

Libraries –Film libraries are included in the film centre project Arts Education –Awarding of 60 bursaries to learners to study the art of filmmaking –Audience development programme (eg roadshows around the country – KZN, Eastern Cape, North West, Limpopo) 15

16 16 CHALLENGES RELATING TO THE 2016/17 APP Not all performance indicators and targets adhere to the SMART principle It is important to mention that, some of the public entities do not comply with the recommendations given by the DAC through the appraisal feedback reports with the view to improve quality of their APPs. This pose a problem as these plans may not meet all the required standards. 16

22 22 CHALLENGES AND INTERVENTIONS CHALLENGESINTERVENTIONS BY DAC Flouting of the NFVF’s systems and processes pertaining to Bursary administration. Two complaint s were lodged with the Department with regards to the administration of funding and turnaround times. Greenmont Forensic Services was appointed to investigate the matter. The Council is currently reviewing the forensic report with a view to hand the matter over to the South African Police Services. One complaint was referred to the appeal Committee at the NFVF for further investigation. The Council will also be instructed to ensure that turnaround times on appeals are observed. With regard to the second complaint, the DAC is looking at the possibility of appointing the independent assessors with knowledge of the Film and Video industry to assist on the matter. The outcome of the this process will inform the course of action. 22
